In terms of disconnecting, there was a suggestion a bit back that might work, and only negatively affect those that kill people for 'fun', added my own thoughts to it.
upon disconnection, the person that disconnects loses cargo, and a npc/dummy ship remains in their place and if destroyed the one that destroys them get whatever bounties are on the original person.
However, the person that is disconnected, does not lose their ship, upon relogging they would be returned to nearest SC point with say, 1% hull and module damage at where they were upon disconnect, but without cargo and ship in whatever state it was upon disconnect, they can then limp to safety and repair.
seems like a doable compromise, yes it could 'maybe' be abused to get rid of bounties without losing ship, but the person would still need to pay repairs and such.
