Can it though? I have killed many dropships. I never met one that was a challenge. They are the easiest targets I ever encountered.

Python is widely considered to be the best combat ship so i have no idea what your going on about... The Dropship on the other hand has major hardpoint placement issues... Frankly everything I've seen makes it look pretty useless..

Exactly. The point was to give progression options to peopel who don't want to trade much. The expensive ships that are terrible at trading got a price reduction. Simple.
Saying the Ships with the highest cargo capacity (Python & Anaconda) should get a reduction too because they are good at combat and are like combat ships is silly. If Elite was setup that some ships with lots of internal options couldn't just hollow out fill them with cargo bays that would be one thing, but since they can i think it's fine their prices aren't changed.
