Been mostly playing solo to avoid hassle, but I agree: bounty for being a player killer should be extreme and you should get the feds (or equivalent) on your case any time you appear in a non-anarchic system - in other words, make being a pirate a challenge. There's no fun being a pirate if it's easy, and if you go after traders, you're talking fish in a barrel. With a decently equipped vulture I had no problem taking down the NPC in a clipper for the Imperial ranking mission. Now, a player might well be a better pilot but a dedicated fighter is always going to have the edge over a multi-role ship like the clipper, and will run rings around the big trade ships. So the act of hunting players is not going to be a challenge for long unless you're a masochist and do it in a sidey. If however you have to dodge the feds and such like it makes it worth the effort.
I used to play a lot of Uncharted Waters Online, which also has player pirates and PVP. In that game, if you were a pirate (defined by attacking and sinking someone of your nationallity - other nationalities made you privateer) then you had to pay a bribe to enter "normal" ports. There were some pirate bases you could dock at for free. In Elite, you could maybe dock at anarchy ports for free, but have to pay a bribe to enter non-anarchy stations, or get shot at.

It's far too easy for these numpties to, literally, get away with murder over and over and over again with trivial consequences.
Make the penalty for murder in the tens/hundreds of thousands. Make the bounty non payable by the player and make system authority have hunt/destroy with extreme prejudice reactions (hell if 400CR makes you public enemy No.1... surely a bounty of 1M should have them swarming like bears round a honeypot).
In other words make a player killer play style have an element of extreme, non relenting risk.
have you ever tried to use a fuel scoop? you can't use it on every star (rule of thumb, if your in supercruise and your heat is rising but the fuel scoop hasn't automatically activated then it's not a star you can scoop from)

Better rule of thumb, you can scoop any stars of type "KGB FOAM". Check the galaxy map to see the type that a star is- or indeed just filter it to show the scoopable ones, if you need to.

I wonder if they even bother to checkout their targets loadout. I'd laugh if they went for someone that was armed to the teeth and knew what they were doing and ripped them a new one.

Last night I was interdicted in my Vulture by a player with a Python on my way back from a high intensity combat zone. I was immediately greeted by a macro text telling me to drop my cargo.
Now, I admire the dude's courage, but demanding cargo from a fully equipped and combat ready Vulture with 0 cargo space is just asking for an a*s whooping. It also shows how zombified (is that even a word?) some people are.

It's always been that way. I'm not defending the people who engae in ganking, but part of the Elite mythos is that the universe is a hearltess, cold place. It should be a ban-able offense to grief or PVP at all in the starting sectors, or at least it should carry a hefty bounty (1mil at least).
It is unfortunate that Frontier has made the move to support unrestrained PVP in a sim game with an economy and storyline, with no retribution feature, bounty, or ability to track bounties/murders by serial griefers. It's not even pirating!
Oh well, so we got DayZ in space.
