When your time expires you are auto launched and tractored to a holding area within the station no fire zone. Ships could stack in the holding area

However I could see a 3 minutes timeout due to inactivity, and logging out the player.

One minute is plenty, and then the station should just detach you from the pad and start the 30 second loitering timer.
Might as well remove the fitting screen, galnet, etc...
It would only apply if there were other people waiting for that pad. You shouldn't be outfitting at a crowded outpost.
Simple solution is a inactivity timer. If docked at an outpost, and the game does not detect any player input for 10mins, the game moves the player to solo or disconnects the session.
I am completely against forcing a player out of a pad just because someone else want's to land. First come first serve, as long as the cmdr is active in the game they have every right to occupy the pad.

Well, I like open play and it's a hassle to log out, go solo, dock, log out, go open everytime somebody holds this damn single M pad. I do not call this a solution.Why have dev time spent on a solution when there is already a solution? Just save and go to solo.
I spend quite a bit of time on the pad checking trade routes and so on. I cant do that outside the station as there is no commodity market or station services.
