I think that Avrils power could not afford vaka as it was too far down the list. So it went to the power that held the next most votes. Either that or they pumped serious merits into it just before week expired.
So much for the 100's of millions that The Elite group pumped into it..Its lost to them for good now. All they can do (at a lot more expense) is to stop it expanding or to undermine it if it does expand. But it is lost as a bounty hunting paradise for them. As denton is not combat focused. If the people that really want it as home are serious they can defect to Denton... Congratz to the members of Avrils power that stopped a stupid selfish action by a small group of players who were not working in your powers best interest.

Here is the thing that could have happened: We had the most data, we couldn't afford to expand there, because the 'projected earnings' includes the supposition that all of our fortifications are successful and not nullified. I believe we had 4 fortifications nullified. So we didn't get the option.
He had four other choices in front of it, he was beaten out on all of those preparations, and they were his best. I don't remember the systems, so I don't know who beat him. He got to expand in Vaka because nobody else could.
That said, it is still not 'lost' now. Expansion is not a foregone conclusion. Honestly, if we were tactical thinkers, we would let it abide and save that battle for later.
If we were stubborn and could command, cajole, or inspire people to our cause, one could coordinate undermining of Patreus's expansion. For Imperials, that is stealing cargo, and necessarily earning a bounty on your head in Vaka. For any Alliance, Indies, or Feds who happen to be in that system for some random group that everyone likes... They get to earn 15 merits towards undermining by destroying Imperial Supply ships. That is a horrible thing to do and you will get the higher bounty for doing it. No Imperial should relish the thought of lonely space truckers getting blown up for carrying supplies for a megalomaniacal senator.
I cannot support this course of action.
It is Senator Patreus's responsibility to expand into Vaka while keeping its people and traders safe. What anyone else there, be they EDC or not, is up to them.
