Well I think small ships are strong enough as is. With my 2mil. Eagle I was hunting down Pirate Condas and Pythons in RES and didn't die once (and i farmed that eagle with a stock Sidey since I didn't realize that you get 100% of the parts back at the time). I used it to farm 15mil for a Vulture without any issues whatsoever.
Changing thermal to no hull damage is pointless, both logically and gameplay wise. This way you will be shot dead without a single % of hull going down and not knowing what the hell happened. Also when the laser is penetrating modules it would first have passed the hull and therefor damaging it. Small holes and thermic stress is a MAJOR factor in disintegrating stability of structures. This is multiplied massively in space (only radiation, difference in pressure etc.).
