That's true, I've gone through 2.5 million credits since pp started in repair costs ship outfitting etc, that prismatic shield better be worth it

Who wouldn't want stronger shields? I think its going to be the most sought after item in the game eventually. That one "must have" piece of gear for any ship build...

Was surprised to see Aisling expanding almost completely unopposed so far this cycle (expanding... is she getting implants?).
There's some (very) piecemeal preparation undermining at Grovichun and Woyo Mina and Cartoi, and some tiny expansion opposition at Pardis (1 of 6 expansion systems this cycle).
Seriously, Aisling must be taking tips from Lady Gaga's PR machine. Does anyone not like Aisling (or is she just too far away to care about?)
Are her Prismatic Shield Generators going to be that good?

To be honest, I was expecting some anti-Aisling activity - I wasn't expecting a complete zero (well almost zero). I thought the Goons were going to do their 5th column thing and undermine her from within.

I don't know about the ol' Hag, but Lavigny loves her dear sister and won't harm a single blue hair on her, she even let her have planets in her sector's backyard.
Goons were doing their 5th column thing to Arissa - they're with Aisling (poor choice having both their names start with an A - not the first time I see them mixed up).
- There's little to no point in undermining her as another imperial power due to the mechanics (pirating her campaign ships, with each ton wort one merits - much easier to just shoot a fed for 15) - probably the most tedious way to gain merits in the game.
- She is the strongest power judging by activity and still relatively small, so all her systems are overfortified, overprepared and overexpanded, making the attempt to oppose her rather futile.
- The other imperial powers (mainly Torval and Patreus) shield her from all non-imperial powers, so any non-imperial CMDR farming imps for credits is doing it in their territory because they're closer - besides I've heard of ongoing negotiations for a pact between fed and Aisling player groups - makes sense since Aisling and Feds are essentially the same.
Looking at some of the ridiculously stupid preparation targets, I wouldn't doubt that they are.
Either that or people are burning through a crazy amount of credits buying merits to get ranks and are chasing the closest systems to Cubeo because they're too lazy to fly further to the systems with better CC payouts for the faction.

You can't use that argument, as you have said that the Empire in general is over buffed as regards PP. For the whole of Empire against the rest of the factions, I agree, Empire has major advantages, for many reasons, including FDs input. However: Your arguments that PP mechanics, now favour, one part of the Empire over all else, is invalid. Now it is begining to look like your issue is, that your chosen faction is not doing as well as you would like and so you are just complaining, that others are doing better.
Not at all - I didn't join Aisling based on pure speculation about her shields. E.g. Mahon gets a small beam laser - I don't have a use for small weapons and I seriously doubt prismatic shields will come in all sizes, so I picked my faction based on whom I like instead of the bonus module (I clearly don't have any interest in Torvals mining laser, not even if it's huge).
Now should prismatic shields be available as class 6 and 7 and offer a decent enough advantage, I'll defect and use my minimal grasp on maths and economics to pick the worst possible system for the time I'm with the ditz.
What makes you think wanting the module makes people want to support the faction at the same time?
Happens to all factions btw - Torvals most prepared system during cycle one (Jeterait) is terrible - it's on a good trade route though.
