So you're trying to tell me that Powerplay was intended to be dominated by people unwilling to interact with other player that are trying to prevent them from spreading. That is not how I percioeved the idea of powerplay

You are approaching wisdom. PowerPlay was specifically designed not as a "pilot confrontation" thing - it is a game more like Monopoly. It is about the numbers - it is about countering other players with the same mechanisms as they have - undermining and fortifying. How you perceived the idea of PowerPlay is neither the fault of the devs nor players. If you'd read the PowerPlay materials you'd know this.
You want PowerPlay to be some kind of "mano-a-mano" space war and it isn't. War has not broken out. PowerPlay is politics, not war.
