There are NPC Pirate skins, but I haven't worked out of there is a pattern to it, ie wanted ships or Anarchy Factions.
I have seen while and yellow Tiger stripes as well as a Red one and Black one

One day hopefully they will use the Tactical and Military Paint Skins for the System Defense Forces and the Federal, Imperial and Allied navies.

Pirates often use the Pirate Faction livery that is also available on the store. I have also seen AI Cobras with the Urban Camo pattern on a regular basis.

I think I saw a really cool Cobra one that had a dragon silhouette on the underside. I tried to swing around again to get another look but he kept dodging so I just blew him to hell anyway. It did look pretty cool though and wouldn't mind it for my ride too.
Custom Paint Styles for Ships (My Take)
I know this may have been brought up a few times, and I have tried to search and found all kinds of things just not sure if any of them really related to this. So this is what I'm thinking hear me out.
When wanting to paint my own ship I have been kinda saddened that we can't. Thought about it for a while and I came up with the idea to make everyone's ship maybe usable/see-able in game. Why not have and or provide a area for all customers when they login into ED to be able to upload there custom ship paint job. IE, when you open the game the launcher screen pops up and maybe has a button for you to upload your skins, giving you the ability to upload multiple skins for multiple ships and so forth. Maybe you all at ED could provide us with a paint kit for the ships just a bare bones, black and white layout or something of the sorts so we can design and customize the ships to our liking for whatever colors, logos/ED groups we belong to, this would totally be up to you all at ED, but it's a though I love to tinker with custom things, and having the ability to change my ships paint job would be amazing, I love the ones you provide but I would love to take a stab at making my own for sure as I love graphics and design!
I know I may be way off or someone might of already posted something along the lines of this I am not sure (again I did not find anything or maybe searched the right thing), but just throwing this idea out to see what you all think?

True, but its also to easy to abuse all of that with other things too. I would just think it would be a great idea. They could put some type of "I Agree to the terms" before submitting your paint job, and maybe have a process that has to approve them first. That way they don't get in game first and hurt anyone's feelings? This way things are checked first, before getting in game.
It would take a bunch of man hours to do something like that but idk.
Other games have doen this as well. Te issue is more within the netcode. If every ship is individual, the designs have to be shared to everyone that needs to laod the ship.
However I would like to see FD unlocking skins into camo patterns and colors. So that we can recolor specific areas of specific skinpatterns. this would be a feasable change without too much issues as you mentioned.

Now thats a idea for sure, maybe give us a color chart for like rgb colors and so forth to pick from even? Then let us add decals, I would still love to be able to use like photoshop and weather my own ship to a point. It could add some coolness to the game I think.
Custom skins should be client side only. Decals and color patterns could be the same as the current idea of skins in the shop. It's vanity so it doesn't give any advantage.
Custom Paint job
I am aware you can purchase different type of ship color, but what if you can purchase something that can make your ship color customizable?
The price tag would be same as the other paint job pack, or maybe slightly higher.
Although I hesitate to pay for the paint job, if they release a customizable function I would definitely buy it at first glance.
