Well, for Founder's World, you have to be Elite in combat to get the permit. Maybe Raxxla will be the same way, but why would you need to be Elite at CQC? And if you are an Elite combateer, what does Exploration and Trading have to do with finding and going to Raxxla?
as others said, CQC wasn't around from the start, and is technically it's own stand alone thing and according to the devs has no distinct impact on the main game, aside from one of the ways of getting the permit to Shinrarta Dezhra.

I'm on the other side of Bernard's Loop now, following the waypoints marked on my chart with about 1500LY from my final position. Only problem is, I've been so under the weather that I no longer remember the specifics of how the chart was constructed and am also certain the last jump is not actually the target star.
This should have taken me 9 hours yet it's taken more than two weeks.
Only our own collective hysteria links Raxxla to the Formidine Rift. Personally, that means a certain author would know where Raxxla is, and I seriously doubt that's the case. I'd be surprised if anyone other than DBOBE and MB know where Raxxla is - because the risk of a 'leak' is just too great.
So whatever it is on the other side of the Formidine Rift, it ain't Raxxla. I'm guessing it's still something cool though.
I seem to remember Drew posting some code that lead to the number 26. This was a hint to the number of letters in the alphabet, leading to the ROT13 cipher.
If Drew is implying base 26 alpha numerals, it could be that the entire sentence "Good luck, and ... right on, Commander." are coordinates? It looks a bit funny with the two commas in one sentence.
I don't know if there is a sensible way to convert this three part sentence in to three coordinates, It just looks like it.
The 'and ... right on' part could also mean that the Y coordinate is the same as for Riedquat and Reorte.
Edit: The number hint on Drew's page was: 1,26,13. This meant basically first number=1, total numbers=26 and Rot value=13

As the legend goes, on Raxxla there are alien structures which serve as gateways to other universes. Legend also says that long ago, a corps of The Dark Wheel discovered its location and lived there, exploiting the gateways for all the wealth and riches the other universes could provide.
I think there three disconnected mysteries in this game, that Frontier want us to solve largely by ourselves
Raxxla - Which I think is link somehow to the Sap 8 core container
Forminide Rift - If it wasn't in before I believe it certain Frontier have added since launch
UA, Barnacles, Meta alloys - This all building up to a new alien species being introduced to the Frontier universe.
Then the one they will be providing clues and trails for us to follow:
The Missing - This may eventually lead to Thargoids or a conspiracy of some sort than expands both the Federation and the Empire. But I believe it mainly here to provides lot of mini stories over the next year.
im out on the rift, id suggest continuing investigations, Lord Zoltan is trying to discourage everyone from taking a look, thats enough motivation for me to rally those that think its out there to begin mapping in earnest, all are welcome to join us at sirius inc as we are co ordinating a large scale search out that way

Ollobrains, no. Lord Zoltan knows nothing, and if it helps, he's actually planning a trip out to the rift himself. Please quote the exact text and source the article where LZ said not to explore the formidine rift, or else I'm going to report you for baiting. Consider this your fair warning, Mr. Brains.

AveME has Elite in Exploring.
Apart from that, Drew stated that ranks do not matter in finding Raxxla.
If that would be the case there would be a system out there that states: (... System Permit Required).
But only for me and not for AveMe and that would be way to obvious.
Also he stated that you need Wanderlust, and that is what all explorers must have out there.
On the same topic, one of the devs (I think it was even Braben himself) stated that if we get into THAT system we will know it....
So we will get out there and take a look at systems. Even if we don't find Raxxla or Thargs, we still get some decent exploration done.

this. and i think you only have wanderlust if you enjoy a nice scenery. and thats what you got when you at the rift and look at the galaxy and couple of nebulas. so its not like we have to follow the r-r line like theseus had to follow the thread to escape the maze. its literally just a guideline.
btw one of the systems from my list has an earth like. you cannot make this up...
Being allied with the dark wheel could very well unlock a mission that points you to the Drew Egg ...when Kahina disappeared there was a Dark Wheel medallion conspicuously left behind I seem to remember. I wouldn't be surprised if instead of earning a permit after getting special ally status... U get a special long range mission.
