This compared to another engi who just wants a few bounty kills. Mind you, what Farseer is offering, thrusters and FSD, is HUGE compared to the others. So maybe she's designed to be this challenging. Still ..
There are much better ways to handle it rather than turning it into another potential "Elite Dangerous 1 week ARG to discover where the new tourist attraction site is based on increasingly pointed clues from Frontier".
For example 2.1 added in data collection that you can gather from scanning a wide range of objects and acts as a consumable material for crafting/modification purposes. If Frontier wanted to have some engineers with steeper initial task requirements tied to exploration they could have introduced new space or planetary POIs that only spawn outside of the populated bubble of unusual objects (natural objects) that when scanned give special data that can't be obtained from any other means. Then have those chosen Engineers require said data as a sign that the pilot in question has explored further afield and has come back with interesting data that can be used for creative purposes.
Turning said Engineers into a short-lived "Meta-alloy/artifact easter egg hunt" until people figure out the undocumented changes and then everyone just goes back to what they were doing pre-2.1 and farming those areas removing any resemblance of actual exploration to acquire new information is entirely the wrong way to go about it.
Keep Meta-alloys and the like where they belong, as some drawn out story arc device. Not as some poor-mans representation fo non-exploration to substitute for not actually introducing more aspects into exploration itself.
If they want Engineers tied to scientific research data sourced from explorers, then add scientific research data sourced from explorers that they come across from ACTUALLY exploring out there in uncivilised voids.
