I agree with Arry third is the closest but still poorly interpreted. The thing is their culture is just way too violent, and gun nut(job) this is what you get in result. Now, I'm not the kind of man who gives a damn about the hurt feelings, or harm done to bad guys, (why the .... you were bad?! end of the story!)
But hurting, and killing innocents? That's another question! And a mere assumption he wants to do something bad, is just not justifies to go this far. In the other hand?! If cops know anybody can have a weapon, than they are naturally go way too jumpy even in case a simple ID check. The sad fact is, in America even in cases like this because how the cops proceed, because of the natural assumption of weapons, and the civilians fear to be hurted? Both party is became way too frightened and adrenaline filled.
The result? We just seen that, right?
And the worst part of it, they just don't want to change and sure as hell unless someone in power make them do so they won't, or just very slowly. They were multiple attempts to gun control, but all of them faltered, because america just want to be as the way it is.
This is the American reality...

In case of Cops VS bad guys? We talking about Shepherd VS Wolf. And thats it. Tell me, how much chance a Wolf have to beat in any sense to the Shepherd dog?

Second thing. We also all seen what happened with the terrorists killed cop, right? In a situation extreme like this, this is what meant to be and this is how it must be! The bad guys must be caught and punished in extreme degree... Reason;
What kind of order, and safety we can have, if you can kill a cop and get away with it?
