There was a pretty great theory posted in one of the other Formidine threads on here that said that maybe it has to be a female CMDR to find it. "It depends on who's looking" seems to hint at it, and considering Kaihara and the old lady were both women, and the person to find the first Formidine clues was a woman... anyone wanna change their pilots gender for a bit and drive around the nebulaes?

What I took away from that was that it really depends on the person themselves being observant enough to see something out of place. As an example, one of the things I am involved with in my work involves high end audio and video. I am very familiar with what a TV or monitor *should* look like, or how speakers should sound.
Most people will walk past a TV in a showroom and think it looks wonderful, I could go on for hours pointing out every issue with each screen, and how to fix most of it in about 20 seconds with the remote.
In a cinema, the first thing I noticed if if the speaker levels are wrong, or the bass is too high or low, of if any of the speakers are damaged - stuff most people are not tuned in to.
In the same way, I think "depends on who's looking" means it depends on whether the person looking is attuned to what things *should* be like. A red F star, an ELW with an ammonia atmosphere (I am just throwing random examples - I doubt it would be anything so blatantly stupid). Perhaps we haven't used the right filters on the galaxy, map yet - or, perhaps we are looking too closely, and need to zoom back a bit to see the whole picture...
