EVE online already dealt with this problem via their Jump Clone mechanic. If we apply that same mechanic to Elite, it would work like this:
You can summon a ship to you once per 24 hours instantly. Module summoning...meh, let it be infinite. Nobody's going to do 'bad stuff' with 100 pulse lasers on instant summon.
This isn't Eve Online. The difference is that you can opt-out of multiplayer and not be affected. That changes the circumstances considerably. Changes to Elite Dangerous should be based on what it is and not on what a different kind of game is.
