If you own Horizons you've Engineers included. The offer was if you preorder horizons you'll get the Cobra MkIV to buy. (Some people thought for free, but that was the unclear statement from Frontier.)Nope. Entirely incorrect.
The original and changed offers were:
1- Previously own Horizons (via any manner - preorder, reg purchase, etc) AND purchase Engineers at any time. Engineers could be purchased via pre-order or purchase. In addition to promo, FAQ page was setup specifically stating Engineers part could be bought -at any time- and players would get Cobra Mk IV long as they also previously owned Horizons.
2- Changed to new terms of --> Previously own Horizons and purchase Engineers before xx.yy date (the date covered period of pre-order and bit after launch).
It would make a pretty decent, cheap passenger ship now.

The Cobra IV is very very slow, that said, I still have not had a station scan 'complete' yet.I was thinking of getting a Cobra Mk IV for those Criminal Mastermind passenger missions. I've been using the Mk III with a stealth loadout and have yet to be scanned. The Mk IV has more slots though, and rebuy shouldn't be too bad. No way I'm using my 'conda for those kinds of missions! Is anyone else using it for hauling wanted passengers?

So no, they didn't stick to the original.

read above. had nothing to do with purchase date of Horizons. Both original and changed terms merely needed prior ownership of Horizons, and then purchase of Engineers (at any time with original terms, changed to 'by xx.yy date' in new terms)
Try to do some fact checking before attempting to correct people in the future.
The Engineers update is part of the Horizons season in the same way that the Guardians update is, there is literally no way to purchase these updates separately and there never has been.
The Cobra Mk IV is for people that owned both the base edition of ED and the Horizons season pass before a certain date shortly after the Horizons release.
