I thought Horizons was needed for multicrew? That would put it over $20 immediately. Then (assuming the need to upgrade the PC to run multiple game instances isn't there), there is the inconvenience having to log in multiple times just to play the game.
Maybe as I'm not a PvPer I don't get it but the hassle factor just makes me think it is such an edge-case scenario, it's not worth getting a bee up my a**e about it. If somebody is really dumb to go through all that hassle, well they have bigger issues than a single pip to worry about

As for running a second account? This can be done on your PC quite easily and doesn't use up much processing power according to those that have done it.
So given we have a number of fairly dedicated "individuals" who like to interdict and attack other folks (in OPEN) under any tenable reason, I'd imagine the idea of having a nice boost in energy would be very appealling. And infact, I suspect anyone in (OPEN or SOLO) combat I'm sure would prefer a nice 50% boost in weapon energy for example in a defensive pip assignment of 4-0-3 instead of 4-0-2!
Or imagine two accounts so an Imperial Corvette can have 4-0-4 instead of 4-0-2?
100% more weapon energy! Now someone in an Imperial Corvette can interdict you and open fire for the lolz, chasing you with 4 pips to ENG, while still having 4 pips to WEP too!
The jury is out at the moment until more tests/information have been done. But it does appear to have the risk of £20/$20 (or whatever) per additional pip. I suspect within a few months once most people have generally got bored of multi-crew, a significant proportion of its use will be individuals running "extra pip" secondary (& third) accounts?
And again, this can potentially be solved by
very simple IFs and BUTs to prevent it... But seemingly FD don't see it as a problem?
