You can own more ships than you will ever be able to afford but can store only 35 at any given single station and yes, you can have a fleet of 35 Cutters, if you want.

i don't think i would ever need 35 ships let alone 250, i would end up with about 4-5 ships at anyone time and just look after them

I am currently at about 18 - 20 I lose count but it is like a toolbox, it is good to have the right tool for any job close at hand . . .
