Except this makes no sense. When I get interdicted and shot at by someone but I have crimes OFF myself, the ship computer should flag the attacker as the one who started the fight, so if he turns crimes ON it will actually make him wanted.

Well it's what I was suggesting.
Have the ship crime computer always tracking the notion of a crime, even if disabled.
The "report crimes against me" when on just makes the report.
In that if switched on mid-combat, the crime state was already pre-calculated when the first shot was fired, it's just the report goes out at that point.
Meaning an innocent party can never have a crime wrongly assigned to them, but the guilty party may (or may not).
Seems a sensible solution yes?
