Galactic time is tied to GMT/UTC. 21.30 GMT/UTC/IGT is 22.30 BST (British summer time) Yes the brits can change time.
Greetings Commanders after a 12 Months Hiatus away from Elite I and a few others have returned to begin work on our PMF. We are a Democracy and the Controlling Faction in our Home System and there is another Democracy that is the second contender for System Influence, they have more assets then us and we want to change that. I understand to bring about Elections we must bring our or theirs closer together, can someone give me just how close they have to be to force an election and then how much and how long will we need to maintain a lead in influence to win an election.

you factions will equalize in influence automatically if they would otherwise pass each other. This is assuming of course that neither faction is in conflict pending, active or cooldown in another system. Election victory margin is 3%. Make sure you're at least 3% ahead on day 3 of the active election.
Thanks for the response Commander, I was aware we needed a 3% lead on the 3rd day, as well as the need that neither parties be in any other conficts elswhere at the time. What I am unsure of is how close our influences must become currently its about 20% in our favor and will the competion need to surpass our influece first to spawn an election
you need to equalize, i.e. have both factions at the same influence level, to get a conflict pending. Once it's pending, it will start 3 days after.
The exception is coup, where the challenger to the ruler is at > 60%.

If you are wanting to take more than one asset off the other faction, I suggest you don't try too hard during the conflict (civil war or election), since you will again want to equalise to take the next asset. But what you do need to do is be very confident that noone is working against you, as you risk losing assets every time you start a conflict. It's a common BGS trick to let your opponent do all the hard work equalising the influence levels, then move in and win the conflict.OK I see I will need to hekp the competion surpass my faction then the BGS will equalise our influences and put us in a election pending provided there are no other conflicts then change tactics and pump up our faction for the win thanks for all the helpful advice commanders.
No, all you have to do is pass the other faction in influence and the BGS will automatically equalise. The conflict will go pending, then go active after 3 days irrespective of subsequent influence changes.

It only needs to equalize to get the conflict pending. After that, by all means build up a lead!
And equalization is not that hard (if there are no other blocking conflicts). You can't overshoot i.e. can't get past a faction (unless a conflict elsewhere is already pending), and the game "likes" to equalize factions. Do more, and all you're doing is dragging your opponent up with you.

We've recently built our PMF influence up from 10%, there were two factions ahead of us, one at 16% who own nothing in the system and one at 52% who own everything.
There's only one starport and that's all we want so no problems there however we equalised as expected with the party at 16% but while the election was pending some of our more enthusiastic commanders lifted our influence above that of the faction who have stuff we want and into top position for the system.
After our first election has resolved will there automatically be another election with the second faction we passed while it was pending or will we have to equalise their influence with us to trigger it?

I kinda disagree with the assertions that "you can't overshoot"... I've never observed this situation where the BGS just automatically "equalizes" if you go past and there's no conflicts pending/active/cooldown.
However, I've plenty of experience overtaking other factions by amounts in the order of 5-10% or more in a single tick, when neither faction has been in a conflict state... unless I'm misinterpreting what you're saying.
e.g
My faction is on 45%... and another faction is on 55%.
It sounds like you're saying that (assuming no other factions are present in that system) that if I do enough work for my faction to increase by 10%, if neither of us are in conflict active/pending/cooldown the tick will bring us to 50% each and go pending on the relevant conflict state?
My experiences suggest that's incorrect, and they'd happily flip to 55% and 45% respectively without any conflict queued.
I say this based on my default tactic being to push for a 60-65% war trigger from entry to a system... and I usually do that without triggering any intermediate conflicts with any faction in the system. In other words, I've overtaken other factions about 70 times... it's hard to imagine they've always been in a conflict state somewhere.
