So, rebuys/reimbursements aren't returned to a player every time, instead, this is done on a case-by-case basis depending on the circumstances. CMDR Sticks has said:
"New player, who just slammed into the side of a station and lost everything? We'd likely help. Wrecked a Cutter with no rebuy, but you've never asked for anything before? We may help. Getting destroyed in a CZ because you keep trying to fight four enemy ships at once in a Hauler? We'll almost certainly decline the request but would offer some tips on how to improve your survival chances."

See, for me this one should be 'not gonna help ever', I've never had to ask for reimbursement and to be honest it would take a pretty catastrophic bug on FD's side for me to even contemplate doing so. Getting reimbursed when you a) have enough game experience to own/fly a Cutter, b) were dingbat enough to fly without rebuy and c) apparently unable to fly a Cutter just seems wrong in my opinion.

Why? It's a game. The player was a little excited that they could afford a Cutter, and took a gamble. They lost. It hardly affects any other player if FD give them their Cutter back and say "Don't do it again", but it does mean that the player doesn't rage quit and should understand the consequences in future (when the Cutter wouldn't be replaced).
First thing I did when I bought my Cutter was head to a CZ. Lost it when I started talking to another commander and stopped paying attention. Made me laugh at the time, as it cost me around 40 million total, I think (including lost bounties) - but I had rebuy and took this as a lesson. If I hadn't got rebuy, I doubt I'd have played the game for a very long time afterwards...
E: D has a huge learning curve. More than two years after release, I am still finding out things in the game that I wasn't aware of. FD Support should be generous, and I'm pleased to see that they are.
Does it affect me directly? - no, of course not but that does nor prevent me from believing that stupidity, and carelessness should not be rewarded and/or reimbursed. What is the point of the rebuy screen if, in the example provided, you can just go crying to support when you screw up?
Carelessness isn't being rewarded in the slightest. Ever heard of the phrase "everyone makes mistakes"? Isn't it ok to do something nice for people on occasion? People don't go "crying to support". They contact support if they are significantly impacted and hope support will help. They are very unlikely to do this when they lose a Sidewinder, they are only likely to do this when their loss is significant. As such, compounding negative feelings by responding "serves you right, go away" is not very nice at all.

You hit the nail on the head with your "its a game" comment, and in a game you have to be able to both win and lose, not win and be reimbursed when you lose.

Why? When I play board games with my family, if someone is new to the game and they make a mistake (because they haven't thought things through, not because they don't know the rules), then quite often we'll let them take their move again. They learn more from that than being knocked out at that point and having to sit out for the rest of the game and not join in. Of course, if they make the same mistake a second time, then they don't get that option.
Why do people want other people to be punished? We play games to have fun, yes?
You know you're proving your own point wrong right? We are using the example set by the member of FD staff that a CUTTER being flown WITHOUT rebuy gets a pass. No one flying a Cutter is a beginner, or even nearly a beginner. They have played for a substantial period of time to afford it and even more time to to get the REP to buy it.

The only thing support reimbursing stupidity tells me is that Frontier are, on occasion, making a mockery of the rules of their game. I mean what do you guys do if you are losing a game of football? - ask for the scores to be reset? How about Monopoly when you run out of cash? - just rewrite the game rules so you can get your hotel on Mayfair? There is some real special snowflake mentality in 'I should be reimbursed when I fly without rebuy and show an inability to actually fly the ship I bought' - I mean seriously.
