How much of an impact do you truly believe rebuys have on murder hobo'ing?

I think the only real punishments that will "hurt" are denying docking and system permits at an ever increasing number of stations.

Plus the higher your PF bounty, the more NPC bounty hunters that should be chasing you around.
Not that NPC's are any threat to a PvPer, but being interdicted every seven seconds should put a serious dent in any 'murder-hoboing' plans.

Although, if they just let the Mistress remove the restraints on a certain type of NPC then you could find yourself the target of some very capable Pilots Federation Profit Adjusters :)

Seeing as most of the community cannot decide on what is griefing and what is emergent game play.
I am going to class any kill, of any player, for any reason, unless they are wanted, as Murder Hobo'ing. ( If they are wanted that is Bounty Hunting )

I want to find out if you really think the following will make ANY impact in reducing Murder Hobo'ing, when the risk of a non-consensual rebuy for a half competent Murder Hobo'ist is just above zero.

1) Increasing the rebuy to the largest ship they killed someone in, because you actually believe PVP players with their billions of exploited credits are concerned with local bounties.

Pilot's Federation Bounties are not local, they are trans-galactic.

2) A Karma system, where end result is going to be bigger fines on death and if we are lucky some actual in game stuff around restricted docking.
Doesn't sound like we're there yet.

Here is a list of ways to avoid ever dying in ED. In case you were not aware of all of them. Some new tools for the Murder Hobo's as well, number 3 what a gem!

1) Having an engineered ship that can boost fast in a straight line and have enough shields to last around 30 seconds with high wake. ( Grom missiles can be easily avoided if your ship is fast enough and for bigger ships ( now with increased ability to SCB spam thanks to endless Heat sinks - Thanks FDEV ) they easily can tank the additional 40 seconds between reset and high waking during the Groms cool down ( totally useless ) period.

2) 15 Second logging in the event of danger.

3) Blocking any dangerous threats in your instance, while you continue to dunk on Sidewinders, Asps and T6's in your Full Meta FDL

A point defense system or two works wonders for keeping missiles at bay, especially on the rear of your ship, but there are a few other things that work well for avoiding these encounters:

1. Practice evading interdiction. If they can't catch you they cant shoot at you. This whole submit-and-run thing is garbage.

2. Mines hurt, a lot. Don't be afraid to stick a couple on your trade ships and leave them strewn behind you. Remember, when seconds count, the local authorities are minutes away.

3. If it looks suspicious, it probably is. so Run Rabbit, Run - that is to say, don't fly in a straight line. Remember, they have to be behind you. You can even turn and face them in super cruise to keep them off of behind you.

4. Low Wake - drop out of super cruise yourself, with enough range to have the time to plot a high-wake jump to the next closest system and go. Or low wake and log out from the menu - that really frustrates them.

Or.. don't play in Open - pick or form a Private Group where you just don't have to deal with this sort of thing at all.
 
If this is brought about by the change in beta to add your most costly ship rebuy to the rebuy screen, then the reasoning is off. That is in to curtail jumping into a suicidewinder and erasing your bounties for nearly free.
It won't stop rich muderhobos. It will make them less rich slightly faster or not bother to swap to a sidewinder.
It is but one step in a process.

However, I agree. Monetary based punishment is not the total answer.

Its practically impossible to avoid intrediction from a cmdr. Npcs are easy.

Very few carry the grom missle which has timeout after the first hit.

Mines hurt but they are a minor inconvenience to the attacker, they wont save you.

What will save you is proper shields and boosters, pref prismatics and engineered.

Who said anything about such a change ruffling anyone's feathers.

What I did say was that the few open players who post here have been saying for months that any sort of credit based punishment isn't going to discourage station ramming, griefing, piracy or just straight up PvP within the open community, because credits are meaningless due to how easy they are to procure due to the demands of the 'i-win' button crowd.

If this is the sum effort of their attempts at fixing C&P/Karma (which knowing the devs, it likely is), this will do -all.

Which issue? Just because most people don't do this anymore, it doesn't mean that it shouldn't get fixed. In regards to the thread: Yes, it will not stop people from attacking other ships, but unlike some people think this isn't the goal anyway.

The issue is that monetary punishments don't work in a game where credits are easy as hell to procure, yet some people who post here (and it seems frontier listen to) seem to think monetary punishment will be a silver bullet cure for griefing.

Which it almost certainly isn't, for Christ's sake. Let's quit with the doom-and-gloom hysteria.

I tell you what, I'll drop my 'doom-and-gloom' hysteria, that's based on their track record with game mechanic tweaks if you drop yoiur reverent fanboy defence based on..... Well something, I guess?

Almost none : credits don't mean much in E : D, the game always had at least one cash cow exploit active since launch (and even in gamma IIRC). I could rebuy all day long without even noticing the difference in my cash balance, and I'm far behind the space richer guys.
 
Murder Hobos are not concerned about rebuys. IMHO they don't actually die that often. They go after easy kills. The victim is far more concerned about rebuys; which is why combat logging is so common.
 
The simplest solution is ban PvP in open and only allow it in private servers, CQC and maybe anarchy systems. That would drive the murder hobos out. That we would lose some PvP players is not going to cause me to lose sleep.
 
If you murder somebody with a firearm or with a car, do you get to keep it after you're convicted?
And do you retain the right to go out and buy another firearm, or drive another car, so you can do the same thing again?

There's the "punishment" part of C&P, right there. ;)

I admit that I sort of skimmed the OP.

Is the question would full rebuys prevent PK'ing?

The answer is no. I have about 1.5B in assets, and fly mainly vipers. As I've stated in the past, I have vipers that will shred many traders in no time, but only because many traders seem to take no measure to reinforce their ships. (I don't generally go around PK'ing, but have been guilty of overly-aggressive piracy in the past).

What I'm saying is, were I to take one of these Vipers to a trade CG, I'm sure that I could find plenty of soft targets to engage. And what would be my risk? 10M credits?

I made 7.5M last night without trying very hard.

As for full insurance... 500k Cr? lol

And when I say many traders make no effort to protect their ships, I mean it. I take these same Vipers mat hunting in anarchy rings sometimes, and properly outfitted NPC T-7s are a pain in the butt to kill because they can soak up so much damage. What I'm saying is, you see those useless little size 3 slots in your T-7? Throw some MRP/HRPs in there and buy yourself some military bulkheads, for god's sake.
