Anyway, I finally got a good fight!
After several combat logs, one bad dude in a Corvette stayed to fight, even though he was primarily fit for Thargoid combat.
Got my FDL down to 56%, but low waked when I broke his shields.
That's how the game is supposed to be played.

From your post seems like you are flying FdL (don't want to assume how much engineered, so I will not go there). You didn't specify which ships have been running away so I will assume they might have been something other than FdL....
I'm just started to play in open (played in SOLO for some time), have my combat rank deadly (NPC farming) but frankly in terms of fighting someone with brain I am as good as being ranked harmless. To make things worst, I got quite rusty from recent long exploration trip (to fly a ship properly, yet alone to fight in it)...
Didn't use combat logging, but most of my PVP encounters finish either with me high wakeing or with me getting destroyed.
Had couple of PVP encounters and all have been with god roll FdL. Even when I try to fight them (with my "I don't have that much time to grind for materials" vulture) I cannot even scratch their shields, one ring if I'm lucky.
Not saying that CMDRs who I encountered are not better pilots (they certainly are) and skilled, but most of them have been in GOD FdL which has been:
1. Faster than Cobra MK3
2. Heavily shielded and resistant to any form of damage (6 utility slots go figure)
3. Small and nimble
4. 6A PP to overcome any power issues caused by these modifications
5. 4 medium and one huge hard points armed with all sort for experimental effects and weapons
See where I'm going?
So for people that are interested in something other than combat and thus are probably not in GOD FdL, but want to play in open choices are simple:
1. Run away (not sure how in normal space due to superior speed and FSD disrupting tech these days...)
2. Die and re-buy
3. Switch from open play
Most people that play the game want to have fun. They also have right to play in open as there is other p2p interaction than getting killed. So if someone is fed up being destroyed he/she might do what you described above.
Not saying it is nice thing to do, but destroying a T7 (without any piracy role-playing) in such superior ship is not as well.
Please don't take me wrong and I'm not saying that you are doing such things to other players, but FdL has a reputation and all ships that interdicted me have been "silent-don't talk" hobo murders.
CMDRs like CilitBang who fight in Viper MK3 (and win) are nice example of skilled pilots that does not need a superb ship to make a point. I wish we had more of that and less of everyone is flying a engineered FdL stuff and people would probably NOT run away as they see another FdL player.
