I'm sure someone will correct me if I'm wrong, but I think you can log in to either account using your choice of PC "client," since the "Steam" launcher is exactly the same as the "ordinary" launcher, only you have access to the steam overlay as well. I'm not positive, since I didn't buy it again on Steam, and I purchased my secondary account directly from Frontier.

Q: Why does it have to re-download the game again? Can't the game just connect to the beta server?
Also where does it store it? My SSD is limited on space.

You can have one copy of the files and switch logins in the launcher. But you either have to do it in two different windows user accounts or you will be asked to validate (copy/paste the verification code from email) every time you re-log

This is not true... You only have to validate with code if you select LOG OUT FROM MACHINE... (as I mentioned above) Heck, it says so right there in the tool tips.
