When I did that unlock I made sure I checked the system map info for each one before I went there - so many black-markets disabled, it took ages just to find the five!
In case anyone needs the information, the way I did it was I just used https://eddb.io/station to find stations with a Black Market.
If you click on the station from the list, you can see it's current state. As long as the state isn't 'Lockdown' you should be good to go.
No that is not correct. Often black-markets are disabled, no matter the state - even if EDDB thinks they are in operation. So as Chris says, always check the system map if you can before setting out or on arrival at the system if you didn't have system map available before hand.

EDDB really just gives you a shortlist to check in the galaxy map. Roughly half (guess) of the blackmarkets that EDDB says are there are disabled.

Yes, Illicit Cargo does count, not just stolen.
I followed the above suggestion, I went to eddb and found the closest system to me that sold Imperial Slaves. I bought 5 of them (I just wanted access, wasn't so much trying to make money) and then I visited the 5 closest federal ports with Black Markets. I sold 1 slave at each port, and about 30 seconds after selling at the 5th port, I got the invitation.
It was pretty easy, only had to visit 3 total systems and it was fun boosting into stations to avoid scans. I went 5/5 with sneaking in so I just may have a future as a smuggler.

I find 1) from above the easiest method, and if you are in an anarchy system you are not scanned at outposts. There may even be enough accessible black markets on outposts in the same system. just sell only a single item to each market. The items are not illegal themselves, just because they are owned by someone else they become illegal for you to have.In short, to be able to sell stuff on black market, it has to be marked "illicit" (illegal in that jurisdiction)
You have two options of how to obtain such cargo
1) Drop into random USS and salvage the wrecks (space salvage is illegal)
2) Check the station info in the system map and find out which goods are illegal, there, then buy them somewhere else (use eddb.io if necessary) and bring it there.
You can see how many markets you've dealt with in the stats screen in the right panel, first tab (flick to the right three times)
Also, every engineer requires a "welcoming gift" after they have invited you. It's a half million credits for the Dweller)
I unlocked The Dweller last night without having to smuggle anything or worrying about being scanned or doing silent running or carrying illicit cargo en route to the black markets.
These were the steps I took:
1. Using good old Inara, I located anarchy/independent systems a couple of dozen LY away from my home (Cupinook). The plan was to look for independent systems in order to look for cargo carrying missions-the independent factor was because I planned to eventually abandon the missions and not take a rep hit with the Feds or the Alliance (I am Allied with both of them and am Friendly with the Empire).
2. After locating an independent system with a couple other independent/anarchy systems nearby, I took my moderately engineered Cobra MK3 to the target region. Surely enough, I found a cargo carrying mission (carrying 6 units of biowaste) and accepted it.
3. I then went to the 5 different black markets in the area and sold one unit each. I did not cancel the mission before the sales because the black markets do accept mission delivery goods, so there is no need for the cargo to become stolen due to mission abandonment.
This step was very important because I could fly around the systems with the remaining mission cargo still being in good standing, so no worrying about the risk of being scanned and fined.
I also tried selling at the anarchy black markets and, yes, they also take illicit/mission goods).
After I was done with the deliveries (it is a good idea to log out and in after each black market transaction since I note that it does not immediately update), the invitation was in my mailbox.
4. After I got home, I just headed to Pomeche (right near Cupinook) to abandon the mission and pay the abandonment fine at the Interstellar Factor at the Drexler station.
The cost? Just a mission abandonment fine of around 8000 cr by the faction that gave me the mission-a faction I never plan on returning to anyway.
Again, note that I did not cancel the delivery mission until after I was done with selling the goods to the black markets. In this way the cargo never became stolen and I could fly without worrrying about being scanned.
I took the Cobra because it’s the fastest ship I own and has the most cargo capacity in my fleet, and wanted to have some defense against possible interdictions. During the whole process,I had 8 failed interdiction attempts against me by Alliance Chieftains, FAS, and others, with Master and above ranked NPC pilots. Had I been in my beloved FDL instead for this Dweller unlocking project, they would have involuntarily donated their engineering mats to me.
So, be also prepared to face interdictions.
Finally I headed to see him in the FDL (it has a 4A scoop so no problem), paid the 1/2 mil cr initiation fee, and in less than 12 minutes of imporoving the huge beam laser and the PD, I reached Grade 4...I just need those cracked firmware things.
