Anaconda + Turreted Cannons are farming bounties that I can't get rid of ?!

So, here is the plot:

I have an Anaconda with H Beamlasers (gimballed) and 3 L Cannons, which are turreted.
The last days I wanted to farm some materials and a bit cargo in my favorite system with all pristine rings, so I flew into a RES and started mining. Usually after some minutes some pirates appear and my SLF and Cannons take care of them. The ship launched fighter burns the shield and the the Cannons (that are modded with High Capacy Magazine and the experimental upgrade High Yield Shell do the rest. I know there are way better outfits, but I really love that BAM sound from the Cannons :)

The first time my Cannons did not fire at all. Checked forums, saw bug reports, but most of the guys could fire with them. A streamer had the idea that I just should re-equip the cannons in a station. Surprisingly it worked, so my cannons are firing now.

The second time in the RES: started mining, pirate came, shot pirate but the cannons friendly fired a police ship. Got a bounty and in the action I just saw how much damage my Anaconda took and was kind of stunned and some seconds later I could not believe it that I stare at the rebuy screen. Wow, that's 27 mill just for a friendly fire shot from turreted cannon. With the rebuy I paid the bounty and respawned not at the station but in another system 30 ly away? ? Okay, might have to do with the new crime system - which is still too complicated in my opinion.

The third time in RES, flew a bit away from the center to have less police. Made a good evening, collected tons of material and cargo. I thought the world is ok again :)

The fourth time in RES: Same as yesterday (third time) but my cannons hit again a police ship! This time i was prepared and came away with 29% hull and a 100 credit galaxy wide bounty. WHAT? for 100 credits they'd assault me causing a 27 mill rebuy? Common, Frontier, what the hell is that?

Returning to the station all services are locked and I can't pay the bounty of 100 stupid credits. Ok, I knew the system is complicated, so checked google and forums and found the solution: just go to a low security system and hope to find "Interstellar Factors" where I can pay the bounty. After another hour I found where I can see my "Notoriety" in game and what it actually could mean.

Then I found out that there is a filter in the galaxy map for Interstellar Factors. Guess what? In the area of 100 ly there is only ONE, but it has no large landing pad.

And here I am. I think I understand why the crime punishment had to change and for sure I understand bugs after a patch. But seriously for 100 CR galaxy worldwide bounty I almost cant play this game anymore? How many hours do I have to fly to find a station with large pad and an Interstellar Factor to pay this stupid 100 Credits?!

And what happens when this nightmare is over and the next friendly fire shot from the cannons are done?

Man, I was so happy with all the new stuff from Patch 3 but this ruined my whole game experience that I'm almost about to wait until the next content patch and never touch Elite again in the meantime.

So, does anybody have some help what I can do to find a station with a large pad near my system?
EDDB does not have the option where you can find stations with that service, neither has EDDiscovery and I did not found anything on google or on this forum.

What can I do to prevent friendly fire with the turreted cannons? I already mentioned "waiting for the next patch" but seriously there has to be another solution?!

Edit: Well, I found out that you only get those green dots for Interstellar Factors when you already where there. So the better way was to search for low security systems and check for "Broker Network" as station service.

This leaves the problem:

Turreted Cannons with Target only fire mode still hit police ships. Bug?

I don't know what FD was thinking when they decided friendly fire 'you scratched my paint' incidents were bounty worthy. If the ship's not dead, then it's assault, pay a fine, not die from cops.
 
What are your turrets set to

If Fire at will, they should not be able to generate a bounty from hitting non hostile targets

Wouldn't that mean you would have to die before an attack become wanted and allowed you to shoot back?
 
Just another thing that the new c n p is crap. They need to figure out a way that a friendly fire graze doesn't equal murder or bounty. I mean the ships have shields should only count if you manually target a npc and take down their shields. And you dont continually fire at them. Whats wrong with a warning from them. Eg cmdr you have accidentally shot at me check your targets. They get hit again Stop firing or you will be fired upon and a fine or bounty put on you.

Only Interstellar Factors that you've been to will show up on the galaxy map.

Interstellar Factors contacts are in *any* low security system.... none in a 100LY radius suggests you just haven't visited many, or you're really, really on the fringes in the middle of nowhere. (or there's a massive bubble of med/high sec I'm not aware of)

I'm sure at some point in the drawing room the new C&P looked good and sounded good on paper. What we have currently.... is clunky a mess..... Maybe is more players use it FD will fix or expand it.
