I've been in Open today doing passenger missions near Founders on PC.
Seen 2 people, an Anaconda and a Corvette - both docked and afk.
It's "sooooo dangerous" here, I think I should get more money for my risk.
{Edit, I left my 'Vette and Cutter at home - I'm in a T7 passenger bus just ticking over. Making around 20 - 50 million / trip without using board flipping }
I run my XB1 Commander in the basement when I work out. I use the WiFi down there. Open is a literal ghost town. If they ever incentivise Open play, it will be laughable. If only people focused on expanding PP/BGS manipulations across all modes AND platforms instead of narrowing the entire game. Not everyone has a grasp I guess.

I'm like 50 Ly from Founders, semi afk posting on the forums and not a soul in sight.

Fact of the matter is I'll do it in open.
Problem with the bgs. If one person uses builds for solo and private. You are forced to do the same.
For example we have all seen those shieldless trade cutters get plasnted and whine on the forums they hot pvpe right. But they have close to what? 1000 cargo space with no shields.
It's all about min maxing for objectives here.
If others do it in the bgs and powerplay. Because of those specific builds you're forced to do the same.
Otherwise you're only intentionally hindering yourself building for open.
He'll just to trigger everyone and their mother. I can prove these points this weekend with those builds for private. Vs some of the pvpers out there running premium ammo and groms.

Not limit. Ive said rewarding open with better percentages compared to solo and private was on the table as well. Even sent in a support ticket about this before I came here 9 months ago.

Cutter has under 800T without shields BTW. 724 with the lowest shields (I think).
It's the Type 9 that got boosted to more. And yes, those who run either without shields are idiots.
My Cutter has 690T cargo as I like defences and SLFs etc...
I'm in Open, but I'm also busy with my Intersteller Coach passenger transporting near Founders.
But please feel free to post videos of you in Open doing what ever you do for your CG.
I watch quite a few videos from all over, Algo, Rinzler, Majinvash etc....
We had somewhere close to 6000 players in our home system, verified by FDev! And PVP occurred...for the first day...but when everyone realized it didn't matter...the grind to win began in earnest!
