If a faction will still supply to an enemy, then the system is broken.
If you take advantage, its an exploit
And is the same as a menu log... Ie not a cheat vs the rules but any sane player sees it as such.

15 individuals who may not menu or combat log under normal circumstances, if you were targeting haulers and sidewinders (even in just an iEagle) then I am not surprised about it. They were bound to be relatively new players and the natural assumption would be seal clubbing is the intent under those circumstances, regardless of the ship used.I had 15 people long in a 2 hour session.

The fact that most all of the PP modules are sidegrades or incremental upgrades to existing components also means there is little incentive to thoroughly vet someones loyalty before handing out the goodies. If they show up in the hands of enemies later, so what?

When you really dig into the faction disputes and alliances... it's all just illusion, and has no real value or purpose beyond what sort of credit amounts you'll earn by gaining reputation with said factions. At the end of the day, if you're Allied with all 3 you can simply fly around wherever you please with not a care in the world.
