I've just checked for it and found something on Youtube.

Let's just say it's not my favourite cartoon style, but otherwise...yeah.

There's a scene where they decide to franchise Superjail. I think they call it "instant incarceration on every street of every town in every nation." Why not in space? It's a fun idea.
 
As to Prison Colony government I'd love to hear the explanation (RP or Lore wise) why a Wing would choose this particular government type and then try to expand and take on more Systems / Stations.

Make the biggest interstellar System-wide jail of the Galaxy?

Well, a prison colony isn't exactly the same thing as a jail, or even a prison. A prison colony is more like ...Australia. Or, if you watch Game of Thrones, maybe it's like The Night's Watch.

Nearly three hundred new factions have been added to the game. And no "old" factions, as far as can be told, have yet been removed - which is why all the stats in the "change" table are positive. New Fed factions have outnumbered Imps this time, although once again Superpower recruitment has been outweighed by new Indie factions. And once again, I am mystified that "Indie Corporate" is the most popular faction choice.

Now, for the stats you've all been waiting for: the Galactic Control stats, breaking down star systems by superpower allegiance and government class. As above, first the raw numbers, then the overall changes since June. On this change table, there are some negative numbers, which are highlighted in red.

Analysis: As fore-indicated by Jane's graph, there is a very similar trend to the previous quarter, with a couple of notable differences. Note that, since this "quarter" is "larger" than the last one, one cannot use the stats directly to calculate growth/shrink rates, unless the report dates are taken into account.

There is a net increase of only two star systems over the last quarter - which I guess means that no Colonia expansions or other colonization initiatives happened recently. I can only assume the two stations were part of the Alliance's expansion into the California Nebula region. So once again. new faction growth far outstrips galactic colonization rates.

The similarities: The Federation and Empire are continuing to disintegrate at a rate that would cause panic in any 21st century confederation or empire. Indies generally, and Communist, Co-operatives and Feudalists in particular, continue to expand while most other government types remain static or shrink. Imp-Feudalists remain the only major Superpower-aligned government type to not severely collapse. Anarchies remain the only Indie government type to lie deep in the red, though losses are not as bad as in the previous quarter.

This may have something to do with the whole kerfuffle around Lave, and the resultant increasing unpopularity for the Alliance with certain player groups. Or, it may be that the Alliance has finally reached the elastic limit of the tiny number of factions it was allocated. Or it may simply be that the Alliance is finally big enough for the other-aligned groups to sit up, take notice and work against them.

Fun Facts:
- I'm sure it would not have escaped Jane's notice that, for the first time since records began, the Indie Communist sphere (983 systems) is now larger than the entire Alliance (922 systems).
- The internal structure of the Alliance continues to shift away from Corporate (-12) and Authoritarian (-2) governments and towards Social (+15) ones. Alliance BGS workers seem to be continuing to try to push the Alliance back towards it's original lore-based ethos of "Democracy first".
- The Imperial Confederacies are fighting back. There are only five Imp-Confed factions in-game, all of which are PMFs and three of which were added this quarter. Having lost control of their only two systems in the previous quarter, they are now back up to 5 systems. Not bad for a government type that shouldn't even exist.

Some of that, but the biggest factor is that Alliance PP as well as Alliance BGS groups have been under severe botting attacks.

One addition to Colonia in Q3 - Kinesi system, adding one each of Democracy (initial controller), Corporate, Communist, Cooperative and Anarchy. No idea where the other new one is.

The last three CGs have had a "preparing for future expansion" theme - so far the only obvious outcomes have been a new scientific installation, and I presume that Kinesi system (and specifically the unusual Mortimer's Charm station) is the new hydroponics facility from the most recent CG.

There's also this quote from Will...
We are looking into ways to expand Colonia, and build on what’s currently there, outside of the Community Goal system and when we have any information on this to share, we will surely let you know!
...of which the upgradable Engineers may be the first part.

So there may be something interesting coming in future ... but I'm not necessarily expecting it to be in 3.3, say.

Analysis: Most of the trends visible since the beginning of this thread have continued. The Federation and Empire continue to shrink, though perhaps at a slightly reduced rate. The Alliance's growth has been checked, and is shrinking slightly. Indie Communists and Cooperatives continue to be the fastest-growing government types. Indie Anarchies continue to decline.

Once again, the imbalance between the number of new factions added (82) and the number of new star systems colonized (1) is stark. The inhabited parts of the galaxy continue to get more crowded. The average number of native factions per star system is now 3.73.

It is perhaps more meaningful to point out some of the oddities and things that have changed since the previous quarter.

Growth in Feudal states has reversed; while Imperial Feudals have record the largest expanding government type in any of the Superpowers, Indie Feudals have shrunk, in a reversal of their historic growth. They were the only Indie government type (besides Anarchies) to shrink this quarter.

Percentage-wise, Theocracies continue to show the strongest growth, up 11 percent. By comparison, the Communists have grown "only" 6 percent. Granted, it's relatively easy to get high growth percentages when your total numbers are so small.

The net change in the number of Confederacies has almost broken even, with their decline in the Federation and Alliance neatly balanced by their rise in the Empire and the Indies. While the tiny number of Imperial Confederacies continue their meteoric rise, the even tinier number of Imperial Democracies remain unloved.

The only growth government in the Alliance this quarter were the Cooperatives. This has pushed the government balance of the Alliance slightly more toward the Social end of the spectrum, though the Corporate Ethos retains its majority.
 
After some discussion in another thread regarding the "ethos breakdown" of minor factions, and their proportionate representation in the superpowers, I thought I'd sit down and crunch the numbers. I haven't seen any of the third party tools that directly calculated and compared these numbers. I couldn't find any other threads here in BGS that discussed this either, but if there are, my apologies for the duplication.

Here are the summary stats for the total number of minor factions that exist in the game, as reported by EDSM, broken down by government type and superpower affiliation.

So, data-mining these tables, we can make some interesting observations.

With 75,725 factions spread out across 20,465 inhabited star systems, there are, on average, over three unique factions per star system. 3.696, to be precise. This does not take into account any expansions those factions may have undertaken.

The ethos split between the superpowers is informative: the "social group" dominates the non-Corporate side of the Federation. The "authoritarian group" dominates the non-Corporate half of the Empire. Still, I am surprised that the Empire is more politically diverse than the Federation. The Alliance is split roughly 1:2; Surprisingly, for a superpower that espouses the democratic ideal, authoritarianism is in the majority of Alliance factions, though the Alliance BGS workers seem to prefer expanding the social factions instead. And of course if it were not for FD unilaterally removing the only procedurally-generated Alliance prison colony, the Alliance would be able to claim at least one of every government type within its membership. On the downside, this does mean that green-on-green wars are harder to avoid than red-on-red or blue-on-blue.

Corporations rule the galaxy. It doesn't matter whether you're Fed, Imp, Allie or Indie, corporations control the most number of minor factions in your superpower (30% of the galactic total), the largest percentage of systems (34% of galactic total) and also control the largest share of controlling factions in the Federation, Alliance and the Indies; only the Empire resists corporate dominance of actual control of systems, but not by much. With a total of 23,110 Corporations scattered across 20,486 systems, that's an average of more than one per inhabited star system. I've often heard dyed-in-the-wool Imp and Allie supporters claim that their superpower is free of the corporate corruption that dominates the Federation, but this seems to be untrue. Or, look at it this way: if all the aligned Corporations in the galaxy seceded from their superpowers, joined with the Indie corporations and formed their own superpower, they would control 7049 systems; that would be only slightly smaller than the other three superpowers combined (7109 systems).

The effect of the superior BGS ability of Alliance players and player groups is easily evident. There are only 820 Alliance minor factions for them to work with, yet they control 859 star systems. That's an average of over one star system per Alliance faction, while the other two superpowers can claim only half of that. Given the tiny proportion of minor factions that are Alliance aligned, that's quite an achievement: 1.1 percent of the galaxy's minor factions control 4.2 percent of the inhabited galaxy. Though, with such a small powerbase to work with, one does have to wonder how much longer can the Alliance continue to expand? Many of those Alliance factions must be getting stretched beyond the capability to manage easily. Surely they will soon reach the point where continued expansion becomes impractical, even for Machiavellian BGS experts, unless FD start creating more Alliance factions for them to work with.

With 15,000 factions but only claiming control of 1000 systems, Anarchies are the galactic whipping boys, which is not surprising as FD often pick them as "the opposition" to the intended ruling faction in hand-crafted systems. This is also a legacy of the BGS historically being actively biased against Anarchies, something which the recent changes to BGS effects in 2.4 and 3.0 have alleviated somewhat, but not entirely.

One surprise observation is Confederacies. We all knew that Patronages were "an Imperial thing", with the majority of Patronages within the Empire. But I had not realised that a significant majority of Confederacies within the galaxy are Fed-aligned.

I was surprised at how few Theocracies there were; they are the least common minor faction type. That so many systems are (proportionately) under Theocratic control can be put down to there being a relatively large proportion of them being player-made factions.
I have the ability to possibly visualize this in a series of 3D maps, if you'd like to get in touch sometime. I lack the ability or rather, knowledge to pull coordinate data from Elite Dangerous Star Map and separate on some specific things, like super power affiliation, government type, etc. Once the data is parsed though, the pipeline for generating the maps is simple enough. I am confounded to read about those new Imperial Confederacies. I thought injection PMF's with "illegal" government form in regards to their superpower allegiance was stopped after the one Imperial Cooperative began to cause bugs.

However as cataloger of fluff texts, I need to investigate and record the description of these factions ASAP!

They are not all "new" - player groups are supposed to be blocked from selecting that combination. But the six currently findable on EDSM (I don't know where the sixth came from; it may have been an error, or may have been inserted in 3.3) are:
- Crystal Armada (Pangilagara), control 4 systems, added to game Jan 2016.
- Defenders of The Galaxy (Gundji), control 1 system, no reference to addition found on forum.
- Imperial Grey Wolves (Bhare), control 1 star system, in game since about Jul 2016.
- Intergalactic Starship Pilots Confederacy (Nummitra), no systems, no reference to addition found)
- Terra's Ade Sentinels (Mehuenomici), no systems, apparently added earlier this year; their recruitment page claims they are Independent, so their being listed as Empire may be an error (or may be as a result of their chosen system becoming Imperial after they applied for it).
- The Cerberus Confederation (NLTT 9447), control 1 system, uncertain addition date (may also be recent).

There are several old bug reports noting the inconsistent behaviour of Imperial Confederacies: their faction flavour text is a missing-text error message and the ethos of these factions is Criminal rather than Social (they behave like Anarchies -all ships lawless, no illegal goods, etc).

Supporters of Crystal Armada appear to prefer that their allegiance-government combination be legitimized, rather than have their faction "fixed", as they are in Aisling space and Aisling likes Confederacies and they wish to remain Imp loyalists.

OP..Very interesting, couldn't this be automated off data directly inside EDDB or Inara?

BTW I like the exceptions I'm going to see which is the new colonised system, and who are the two Imperial democracies...

There's the "procedurally-generated" one, People's Quivira for Equality. They weren't truly generated as an "Imperial Democracy"; rather, they were changed as a result of a CG/Galnet story back in May 2015/3301, back in the pre-Powerplay days when "Senator Patreus" was just a Galnet personality. The fluff-story was that the free people of Quivira owed Patreus a planetful of debt, and he was coming to collect. PQfE were originally a proc-genned Indie Democracy faction, but because the Empire "won" that CG, the Empire took the faction over after intervention from Aisling. They still had some support in the following months, even expanding to other star systems, but once Powerplay became entrenched, they never really stood a chance as the Power near Quivira is Patreus, and he doesn't really like Democracies.

The only other Imp Dem faction is a player group, added to the game in the first rounds of PMF additions, before the "no more Imp Dem player groups" rule was implemented: the Neo Galactic Adventure Force, in the Apam Napat system. They chose poorly by planting themselves in Patreus space too.
