Here's an example: the other day in Fuelum I was chain interdicting a wanted Cutter whom I'd witnessed unlawfully attacking players. I didn't really have a way to kill it and claim its bounty, but as they refused to high wake, I could at least keep them from grabbing anyone else. Probably got about 12-15 interdiction attempts in before I lost them.
They said I was 'being mean.'
I don't know if that was serious or not, but I can see how someone might come to that conclusion. Was it harassment though? Absolutely not, in my view.

So you admit to "chain interdicting" for the sole purpose of disrupting their legitimate game play?
As your reason wasn't to claim the bounty, I'd call your actions harassment of another player.

I'd call it darn decent of you actually, to keep a murder hobo busy so others can crack on and play the game.
Is it as fun as it sounds? I've thought about making a ship myself to do just this, but never been quite sure what one I want to use.

Because in their situation, that's what I'd have done. Simple and effective.
It's weird how FD have provided ways for us to deal with unwanted attention (harassment / bullying etc) and people just don't use it properly.

At the end of the day, we're all just playing a game. Attacking players is allowed (I daresay encouraged) by the game's rules. If this works for you, cool. If not, play in solo. If you're the sort of person to equate legitimate gameplay mechanics to real-life harassment and abuse, then not only does that rule goes double, but said person is probably due for some unpleasant introspection.
Ill chain interdict all day until they extend the amount of time we are in an engagement. Really the FSD cooldown timer should be based on your overall defenses. At least give the chance for there to be a win or a loss. Needing to grab someone over and over again sucks. Plus I do think there should be diminishing returns if the guy keeps winning or getting away. Sooner or later if the guy is successful they should be able to escape.
Also, I think once we request docking we should go into phasing mode. Meaning we can pass through other ships and dock safely. So that way pad blocking isint a thing.
But chain interdicting needs to end. I agree. However we need to be locked in an instance a little bit longer. We're still working with pre engineers timers during the engagement, and back then it gave you enough time to decide a winner or an escape.
95% of the time the escaper gets away if they have really good engineering. I know you're gonna call me crazy and all I wanna do is grief. Blah Blah Blah. But its still to high for the people that know how and what they are doing. Eventually the community will catch up to that sort of engineering. And seeing it. You can tell its too high.
This was one of the reasons people complained about shield boosters and interaction time. Fights lasting 25 mins and stuff. The engagements should be determined early and fast. And if the escaper can escape, then they need some sort of winning condition. Like diminishing returns and a safe spot when they reach the station and can successfully request docking.

Question.... so Having phasing so that a PVP flagging system would work is a bad thing, but having a phasing system for docking so that you don't have to endure a jerk pad blocking is a good thing?
Yea we already have modes that cover this issue. Just like the modes if phasing were to happen as a flag. The person should become flagged if they try for objective based gameplay. Otherwise its back to square one.
I do also think that if this were to ever happen. It should be restricted to a smaller area of the bubble. People should still have the chance to be pirated, killed, ect. Im all for an area of protection for new to mid game players.
Interesting, so you do approve of even limited PVP flagging and anti-collision. And if such a system was in place ... people could still have the chance to be pirated, killed, etc... all they would have to do is be flagged.
Within a certain zone. Once you the leave the zone you wont be able to flag. I wouldnt mind some area of protection for scrubs. We all gotta learn some how. And if you did anything against someone else within it. Then you would be flagged for taking someones objective ect or opening fire on controlling faction cops. Stuff like that.
This way people can still do their thing. But not affect others without the risk. If you arent trying to do anything to anyone else. Its like open PVE. But only within like 200 ly bubble or something around noob space 1 or 2 engineers.
If I were to do it. And remove the modes. Thats how Id try to make it work for everyone. And if people left that area of protection. They would know the risk.
In b4 someone says, OMG EVE. Well this happens in WoW and other games too. Protected starting area's. Its nothing new.

So many of the most vocal dont want to leave others be. They call them cheaters, exploiters, cowards etc unless they play the game the (right way) which to them is open.
It would be so much better if everyone just let others play the game the way they want to, alas that is all to often not the case (not referring to you Dietger) some people just dont want to leave others alone, it happens on both sides to be fair.
To the OP no attacking a clean ship in open does not fit the harassment definition as it applies to this game.
Now people who have no problem applying labels to people will whine and moan when someone labels them so this all goes round and round.

What(PvP) folks get upset about modes is, competitions hide behind unreachable boundaries. Pvpers understand "fighting" as something up to "face to face".
BGS manipulation, joggling over three modes is neither "fighting" nor "competition". Minorities stick together. Try to be the good guy? Include PvP.

It is true nobody can force you to do what you do not want to do, that does not stop them from trying tho.
I think most PvPers (players in fact not just PvPers) are a decent sort, its the outliers that cause most of the problems but that is pretty normal not just in the game.

Where does it state that in the game that to play open you must be competent? If that truly is what you meant it would be a better candidate for a PG rather than a General Everything mode.

The fighting involving direct conflict is a misunderstanding of the game we have a misunderstanding of the game that was sold.
