Months ago I started a thread expressing concern about the availability of G5 mat's after 3.3
After playing the Beta, I commented that it didn't look like locating G5 mat's was going to be a problem and that nobody might ever have to struggle to find them again.
Of course, the fundamental flaw in that assessment was that the Beta was using the (at the time) current BGS rather than the new one.
I haven't played the game much since 3.3 but I logged in to collect my xmas firewaorks from Li Yong-Rui yesterday and decided to engineer a couple of bi-weave shields at the same time.
I've got no Improvised Components, dammit.
Off to an independant system in Civil Unrest, then.

EDDB tells me there are currently a grand total of two systems in Civil Unrest and they're both in Fed' space.
The game tells me there are two different systems in Civil Unrest, both in Fed space and both with tiny populations... but off I go.
After an hour of hopping back and forth between these systems I've maxxed-out my store of CD-Composites, Mil-Composites and a couple of G4 mats but got ZERO Improvised Components.
Seems like, perhaps, it might have been prudent for FDev to set a variety of systems into different states when 3.3 went live.
No. Can't find improvised components, nor pharma. isolators or military supercap. But the other grade 5s are easy to find, so I went the material trader way. Even at 1 to 6 rate it's much faster than hunting for the rare ones. I hope it's just about giving the bgs a bit more time..
Overall, even with these problems, it's a much better system. And this coming from someone who used to love chilling in space, hunting for these elusive hges ..- I miss it sometimes, no reason to idle in supercruise now hehe

This is still a matter of debate. Many believe it's the exact opposite and that system state is still all that matters. My understanding from a few others was that limited testing has shown that HGE state actually does not matter.
As said earlier, I found Proto Heat Radiators in a HGE who's state was none, that should not be possible. It could have been an anomoly, we have seen some odd stuff since the update, but in my personal experience System state is what matters not the state of the HGE. The only part of the HGE state that matters is the timer.
Just run high-rank missions and kill whatever NPCs come along. You'll be up on mats before you know it.
I farmed this HGE over and over for about 10 minutes and I was maxed out on both these mats. I then jumped over to a Material Trader and traded them all for Military Supercapacitors.. boom.. done.
There is and its arguably faster than the old method. Load up on CDCs, which are abundant now, and use the mat trader.
There is now an abundance in encrypted emissions around which can provide g4 materials of a great variety. Fodder for the material trader.
Go do the passenger missions at robigo you will max g5 in no time plus earn plenty of credits.

OP. I trade for G5 by doing combat in haz res. Doesn't take long before the bins are full.
IMO, the most efficient way is Robigo passenger missions. In a passenger Python you can load up on missions that give 3-5 G5 mats each. After a dozen runs or so you'll be maxed on bioconductors, exquisite focus crystals, and modified embedded firmware. You'll also be a good bit richer. Trade those for whatever you need.
That's fine and dandy if you need lower grade mats. Trading G5 for G5 is wasteful. You can't get all G5 mats from Robigo <-> Sothis runs. If that were the case then yes it would be a great alternative. It's only worthwhile for the G5 mats you mention.

Seriously, why actually have the bloody mat's in the game at all if the only way to get half of them is to do something other than go looking for them to obtain them?
Why not just have missions giving away "engineering vouchers" as rewards?
I wanted to upgrade a legacy FSD today.
There are no systems in famine... anywhere.
So, in order to collect, say, a dozen DWEs, I need to collect seventy-chuffing-two of some other G5 data so I can trade it for 12 DWEs.
Two words, and the 2nd one is "off".
Not to mention that it's a fundamental flaw in the game if the only way to achieve something is to not do it and to do something else instead.
Seriously, why actually have the bloody mat's in the game at all if the only way to get half of them is to do something other than go looking for them to obtain them?

Yes, I get it, but AEC? Those are easy to get and no other use for them but 6:1 trade off. For me its faster than the direct way of farming for DWEs
