There are three things that increase the risk of death
1) How far you travel in the black, further adds risk
2) How you set your ship up, bias towards exploration increases risk, because normally that means less defence
3) Playing in open
DW2, if playing in open has all three. What is the expectation of DW2, is it a scenic tour of the galaxy or a journey out into the black that maybe no one will complete? Elite is a game of risk management, if you want the former sacrifices need to be made and a more conservative approach taken. I would actually argue based on the thread that the cost of death is not high enough because it is not prompting the player into risk management.
One of the problems is that the cost of death is high enough in the early game but once your credits are high enough it isn't in terms of money. It's actually cheaper for pvp players because they will not be bothered about exploration data. So there is a bias in favour of pvp players. However the defender always has the option of open or private group so it comes back to understanding the game mechanics and risk management.
