Should killing in anarchies increase notoriety?

See thread title. Obviously it shouldn't give you a bounty, it's an anarchy after all. But if someone keeps destroying ships he should become notorious regardless of the government in my opinion.
 
Really notoriety should only be discounted in lawless areas. Anarchy is not really anarchy in ED, its local rules so I think it should, or at least it should be defined somehow.

Anarchy doesn't mean that nobody notices your actions.

Notority basically just means:

I guess it depends on whether you're looking at the game mechanic or the idea of being notorious. As you say, a murder is a murder, no matter where. But in the Elite universe, the governments don't seem to care if you're a killer, just as long as you don't do it in their backyard.

Perhaps it ties in with system response. If there is no authority to report the kill to, then arguably it didn't happen (unless you're the type of person to hand yourself in for murder).

This would remain the same with notoriety increase in anarchies. The only thing that would change is that when you commit murder in a governed system the security response would be thougher, simply because the whole galaxy already knows that you are a cold blooded killer. Just makes sense in my opinion.

That's true for the bounty system, but notoriety is more like your reputation.

I went to dangerous place (though everybody told me not to go there), I died there, and after that I'll tell everybody that I was killed by that person, shame on him, he is not very good person.
...And everybody dies in anarchy, there's nobody left to propagate the notoriety.

Oh common, I craft heat vanes in anarchies, but I'm a good person in the rest of gameplay.

We don't die in Elite... ;) Our escape pods transport us to the next station where we can rebuy our ships (or some other handwavium explanation). So you could tell everyone that you just got attacked by a naughty CMDR.

Also it wouldn't affect your gameplay negatively unless you decide to play a criminal in a governed system.

In game-terms, Notoriety means a time-delay triggered by a murder bounty, preventing you from scrubbing your ships and losing the Anon Access penalties.

I don't see how or why the time-delay should apply when no murder bounty has incurred?
 
Notoriety increases as a result of actions being reported by someone, to someone else. Since 'Anarchy', there isn't anyone else to report to and your local Rep will and should, remain local.

Notoriety also affects system security response which only makes sense for someone who runs around killing people (regardless if some of them died in an anarchy or not). The idea here is that you could go around killing people in Anarchies and return to a security system. Your gameplay wouldn't be affected. If you continue to kill players or NPCs there you would have already reached a higher notoriety level.

That's not true. Unless you are suggesting that every minor faction (like an Empire faction and a FED factions) constantly communicate with each other about the state of your notoriety, since it's the same regardless of the jurisdiction.

Agree. Next question: where did that happen? Is it anarchy system? At this point notoriety propagation stops.

It seems that I've met revenge couple of times: I killed npc pirate in hazres and after sometime he interdicted me attempting to kill (I had no mission, no cargo). I would not pay attention but I've recognized him by his strange name.

Sure, you will tell. But this is a propagation which could be neglected.
Really good propagation is when people continue telling other people what you've told them once; this one expected not ot work for killing in anarchy systems, because such kills are kind of expected and not a surprise for anyone.

Anachy system, police dont care. Its like... hmmm i cant think of the right example but when corruption is high and you happen to be chummy with the people in power the police will overlook yoru action, especially if you are trading with that system (sort of semi the dark wheel lore) Thats why its anachy. Same supposed to go for feudals and dictatorships to a lesser extent. But to answer your question, yes it should count, for the lols.

Eee, I think my gameplay would be affected!

If I'm blowing up ships in an Anarchy system to get some materials, I might rack up a Notoriety of 10.

Great, I've got my materials, now off I go to a secure system to do something else. As I dock, I clip a ship leaving the station and pick up the usual 250cr Reckless Flying fine. Notoriety 10 means I have to wait 20 hours to pay that off.

This seems heavily unbalanced. What gameplay benefit / purpose would Notoriety in Anarchies actually serve?

True. We shouldn't even get a murder bounty for killing other players in the first place ;)

A fine for damage to property would be more apropriate.

I believe that the lore on interstellar communications means that yes, every faction minor or major, is in constant communication through a network mechanic.

However, I was talking about actual notoriety rather than E:D's implementation. But on that point perhaps your proposal is backwards and Notoriety needs to be nerfed in other systems? Notoriety earned elsewhere certainly shouldn't affect you in Anarchy systems.
