This is ridiculous and against Elite Dangerous law, to my knowledge.

It should have been for kickstarter cmdrs only.
It went downhill when any old elite pleb was let in.
It's true, I just shovel out all the garbage, and blow the bio-waste out onto the landing pad and leave, I'm not cleaning that up.
 
Aside from the void opal bonanza no one entering Shinrarta Dezhra is a noob. It's presumed that by the time you have that permit you've played long enough to know tactics of fight and escape. Unless you're flying a brick you turn towards your attacker(s) 4pips to SYS-2 to ENG hit boost and HIGH wake to a nearby system. Low wake takes too long to charge if you're mass locked at least. After you escape 2-3x the gankers usually leave you alone. I know, because my squad ganks; although we don't hang out in Shinrarta Dezhra usually. Not enough 13th Legion to pickoff there ;)
 
Shinrarta Dezhra should be a non pvp region.

I like open play. I want to be in open play but, SD is supposed to be a safe haven for Elites (according to elite law, to my knowledge), it's bad enough that no Imperial mission givers are in JM.
On top of this getting tag teamed by pvp'ers is a total put off for non PvP'ers and noobs to pvp especially when, in some cases, it is impossible to evade interdictions or, you're interdicted one after another with no way to escape. High wake,,, you often don't get the time to with a ps4 controller, that's for certain.
I'm gonna have to go solo unfortunately and switching from solo to open every time just ain't gonna happen. I heard open players complain that there isn't enough people in open play, if you change SD pvp I'm sure you'll see a difference.
Just a disgruntled suggestion, from a player that hasn't got the contacts to counter two pvp'ers (This happens a lot) let alone the engineering levels to compete in PvP 1v1. 
"1v1 mate?" After they tag team ya. HA, are you serious!?! These unpleasant people ruin the game.

All "High Security" means is there are local security ships available that may or may not show up to help a CMDR get out of trouble. You can easily play in OPEN mode 99% of the time and switch to SOLO only when you do not want to be interdicted by humans. Simple.
 
SD is the one place where a Player Police Force around the clock like the Fuel Rats makes sense.

Gankers would sign up to be cops and jump other Gankers, problem solved.

Plus it would be just desserts for the Griefers, getting serious Rebuys thanks to their own Wingmen in all probability!

This already happens thanks in part to the crime and punishment system and several third party tools! :)

Elite - you should be able to deal with this without having to switch to Solo.

You are happy to wear the Elite badge but crying because it's all to hard at the same time.

I like approx. 25,000 other cmdrs are there because we supported the game on kickstarter.
Granted, most elite at something, but at least get your facts right before making sweeping statements.

Sorry and thanks again for getting the game made with your early faith. Hopefully the dream will be realised in 2020.

Until then Shinrata will remain the eternal home of the proud, the few and the kind of / sort of Elite.

Think about it. Pilots Federation is just like Pirate Republic. No official links to any other faction. Independent as can be, no goverment has jurisdiction there. There is some kind of governing body, but they allow members to basically do whatever they want. Even kill eachother.
All those gankers out there act just like pirates looking for a fight on a carribbean beach, on an island they all go to meet, drink, sell loot and buy weapons.
For me it makes sense and also creates some kind of flavor. Really dangerous place, full of crazies with bad breath.

What about the part where the PF exists to protect independent pilots and traders from pirates?

If SD is, as you are alluding to, a Pirate base then there would be a set of rules in place, enforced by said pirates. One could even call it a 'parlay' of sorts where the pirates (in this case, those permitted to enter the system) don't attack each other. Because if that is not the case, then there would be a continuous battle raging within the system. Also, any Imperial or Federation naval ship entering SD would be attacked on sight by everyone, Commanders and NPCs alike.
