Should there even be a crime and punishment system?
...the aversion to pvp combat is starting to get a little crazy.
I'm quite confident almost noone has any issues with PvP. Something that has become exceedingly rare and at best appears in-game as PvP Piracy, as part of some PowerPlay conflicts and the oddball Conflict Zone CG.
GvP however is what ELITE has been encouraging and empowering ever since, so that's what we've been dealing with since years. That's the unresolved core issue.
That's what this Game has attracted and nourished since 4 years.
Other publishers were a whole lot smarter and recognized & designed this issue right into their core concepts from the start.
Why Frontier went fully against all common sense, established MMO/Multiplayer design rules, other MultiPlayer experiences (after all the problem is very old and well-known) while accepting its product&revenue suffering significant damage... that's beyond me.
"Not too bright" being an overly polite theory amongst many.

All discussion aside, at this point I strongly believe it's way too late already. There's virtually no way to recoup and undo the damage done. It's irreversible.
And if the 2020 Update suddenly brings a true, functional, robust and useful C&P System along is anyone's guess. Wouldn't hold my breath.
The GM has failed in that respect, miserably. Not once, not twice - but three times now.
Once is an accident. Twice could be neglect, incompetence, ignorance or hostile intent. Three times though? That's fully intentional and a hostile act.
To me that means they want, embrace and fully support limitless and mindless Ganking, anytime, anywhere.
Back in early 2015, when the fallout started hitting for the 1st time and discussions ran hot on a daily basis, Michael Brookes (after months of deafening silence) once made his infamous statement :
It was a Design Decision.
Now, 4 years later... nothing has changed. Go figure. In a sense, they possibly always intended to botch it, no matter how high the price.
Why? Only they know.
I got a feeling they'd rather let the Game continue to take damage than admitting that capital, catastrophic mistake.
Let's just hope the Gankers all run 5+ Accounts and purchase hundreds of Cosmetics for each account to make up for the losses by CMDRs that already left and that we'll never see again using Game nor Store, no matter that the next Update brings along.
