If you could make one change to E:D

We don't know their to do list, that's the problem. But here there are few suggestions.

I recently posted this about NPC Multicrew.
One FDEV could have show up and say "hey great idea, we will include it in our roadmap" or "Nice idea, but this takes a lot of effort and at the moment our pipeline is full".

Q. NPC Crew & Wings?
A. It’s something we want to do, but we need a bunch of other stuff such as communicating with NPC’s and more rules to govern them, so not at the moment.

Another one that gets always a lot of consents is new type of SRV's with specific roles and additional gameplay. FDEV could show up and say "while we cannot integrate all great suggestions here, I will push the team to release at least one new SRV for the end of the year!".
IIRC they said more SRVs are on their to do list.

More exploration contents and things to find in the galaxy. It would be nice if with the small updates instead of realeasing only weapons they would release some new phenomena or cool things to find. I would expect something like "hey guys we have a couple of options for the next update: do you prefer a new weapon to kill Thargoids with some gameplay to unlock it or do you prefer a completely new stellar phenomana to discover in the galaxy?"
I don't think you can compare adding a new weapon to adding more exploration content, anyway they added "new phenomena or cool things to find" with almost every update since release.

Another post that received a lot of thumbs up was the one where I showed improved system arrival from witch space and improved seamless transition from supercruise to normal flight approaching a starport. FDEV could've show up just to say "Hey nice improvement here. Improving the arrival transitions is not part of our near future release, but since many people seems to push for it we will see if we can find a place in our priority list" or "Nice ideas here, I will discuss with the team if we can put this somehere in our plan but don't expect anything soon because our prioirty list is already full of things that you will love for sure"

I believe adding seamless transitions from supercruise to normal flight is more of a technical challenge than a design decision. Anyway, I remember that they thought about adding the glide animation from planetary landings to station approach.

There is also a megathread about small things that break immersion that has never been considered in the updates.
A few examples would be good. But I would probably agree anyway...

Last but not least, Legs and atmospheric landings have been requested long before engineers, guardians and thargoids. Legs leaked but not confirmed and still no info about atmospheric planets. So this is a clear sign that they have a roadmap which do not interact with the community.
Not really, unless you assume that creating legs and atmospheric landings require the same amount of effort and time like the engineers did. Guardians and Thargoids on the other hand have been some of the most requested additions, which shows that their roadmap does reflect what the community wants. I believe the only feature that nobody asked for was CQC.

I think most of this game's problems stem from FDev trying to be agreeable to everyone, resulting in a game that doesn't do either MMO or single player particularly well. I think the game would have been far better served if they'd picked one and just done it really well. Game design by public committee seems in retrospect, a very bad idea.
Yes and no. If it would be a true MMO it would probably be a better MMO but 50% of the players wouldn't like it. If it would be a true single player game it would probably be a better single player game but the other 50% woulnd't like it. Meanwhile I like that the game is both, although I am mostly interested in my personal narrative the shared universe gives me the feeling of belonging to a real world, while a 100% single player experience would get boring after 50 hours because I woulnd't have the feeling that I can do anything meaningful.
You could say the same about the careers. It would probably be a better trading game if all you could do was trading. I would miss the combat and exploration though.

I assume that introducing legs mechanics and atmospheric planets with dedicated gamplay would take 3 years of development, which was the duration of horizons + beyond.
Consider also that guardians could have been a content much more enjoyable on legs with guardian structures and temples to be explored in first person rather than on a futuristic wheel chair (SRV) that stucks at every single rock.

So basically no content updates at all for 3 years? Peope are already losing their mind over 2 years WITH regular content updates. The end result would probably be a better game, the question is if there would be a playerbase left to play it. Money would probably also be an issue.

You've got a point but I wish there was more depth to excisting features too instead of getting new half developed features time and time again.
For me personally, if that would take another year or two then I'm all for it but that's just me.
I fear you're correct thought that it would become a financial and players numbers problem.

No, contents released little by little like they did with horizons.
example:
Dec. 2015 Horizons
June 2016 Rocky and Ice planets with atmosphere
Dec 2016 Gas Giants, Volcanic planets with planetary mining
June 2017 Legs in stations and ships with new gameplay to interact with ships and modules (basic version of engineering where you are the engineer that modify your modules for additional boost)
Dec 2017 Dedicated missions and exploration contents for legs
June 2018 Thargoids (combat ship) and guardian (exploration on legs)
Dec 2018 HMC and WW with submarine SRV
June 2019 (wow now!): ELW and life on planets

I believe you are underestimating the effort it takes. You've just given them 6 months for atmospheric planets and another 6 months for space legs.

Definitely not.
The developers team that works at legs is not the same that works at atmospheric planets. Frontier demonstrated several times that their developers are organized in teams and assigned to different topics.
So the Atmospheric Planet team actually has 3 years to release all planet types starting from the simplest ones to the most complex ones.
The legs team has 18 month to introduce a basic version of legs plus another 6 month to bring in more contents.

Consider also that the complete game development started in 2012 and Elite was released in 2014 so I can't see why they should not be able to add some effective contents in the same amount of time.

This is what I would change:

Engineers are just highly skilled mechanics. One should be able to walk into their garage, tell 'em what you want and then pay for it with CR's earned in the game. Maybe have to come back and get it later - some minor delay kind'a like moving ships and modules around from station to station or the completed mod could just be shipped to you and installed wherever you happen to be when it is completed.

Then again the silly grind that is the search for MATS would no longer be needed.

OH WAIT! That's a GOOD thing!

#1 being able to use the money that you buy from frontier to buy ships fully built and plus have NPCs to be your wingman on solo play

Death. I have a real issue with death.

I want to fight, but I don't actually want to necessarily kill (don't ask why, no idea) - if opposing pilots would eject upon ship destruction, bounty hunting 'dead-or-alive' could be a thing - I could get my Boba Fett on and collect their escape pod to return (pods being already in game). The sadists among you can vindictively shoot the helpless pod, and so assassination can still be a thing.

Similarly, watching the fireball that was my ship, before magically appearing at the last station, is also immersion breaking - just show me a pod floating out of the wreakage of my ship and I'll be happy to suspend my disbelief (make them invulnerable for players to avoid ridiculous griefing).

If spacelegs ever emerges, an on-board dash to the escape pod during the destruction countdown would also be fun, and a reason to acquaint yourself with the layout of your vessel!
