In other words, any kill within the framework that is not sanctioned by the C & P system is legal and thus neither gank nor grief?
So killing a much weaker but wanted player is legal?
The shooting down of a player marked in Power Play as an enemy is Legal?
I do it all the time and do not get Bounty or an entry in the criminal register and I'm mostly clean about the C & P (accidents happen)
So I'm not a ganker but a saint !!

Here's the definition of ganking for all that are curious as the game itself defines it:
Even lawful players misuse both terms too. It's more a convenient excuse to target players rather than used in the way it is defined.
Any outnumbering of another is a gank after all.
By that logic, most lawfuls and the like actually are gankers themselves. And, if anything they sometimes border on griefing other players.
The same can be said for PVE players who attack would be pirates or others in large numbers.
The idea that griefing is even a common thing is just...well, it's just a red herring to distract from the true argument which is
ALWAYS this:
I'm afraid of you already (...) I'll be hiding in solo.
The fear, of loss, facing one's inability to pilot one's ship / confronting a lack of skill, and having to admit that a pilot is inferior to another. Pride, essentially.
The average PVP player is legit and should never be labeled as any form of griefer or ganker. Though, there are outliers. In fact, ganking itself is defined as just as legit in the game's own words too.
Name calling PVP'ers as griefers is just a buzz word and if anything is more akin to trying to name and shame as it's in no way accurate or representative of the term the game uses. In fact, you could even say that players who log on other players during PvP or .. "ganks" actually are griefers.
