It's basically like a big kettle element in a water tank. In the OP's picture you can see the top of one as fitted to a water tank with foam insulation jacket.. It's a way of getting hot water if your heating system isn't set up to heat water.
Immersion heaters by themselves aren't expensive, you can get one for less than £20, https://www.screwfix.com/c/heating-plumbing/immersion-heaters/cat830986
Changing one is kind of in the realms of possibility for a skilled, confident diyer
