I am only using EDDI in stand alone and it still does not remember window state nor position.

I see the timestamp on the user.config file updates - I reposition the window, minimize it to the taskbar and RMC close it from there. Wait about 30 seconds and then re-open it... it opens to a "window" and in the original position in the lower right hand quadrant, vs where I'd moved it before minimizing it to the taskbar which was in the upper left hand quadrant.

This is strange as I have followed your steps to reproduce the issue and EDDI hasd every time behaved as expected.

1. Do the changes that you observe in the user.config files match your movements of the window?
2. If you manually edit the files while EDDI isn't running, does EDDI pick them up next time you launch it?
 
1) yes ... for the minimized and maximized settings. I change the window status and the user.config follows.
2) No, and I couldn't get it affect windows positions either. If I deleted the "ones" digit from the windows cords ... it would simply open in the lower right hand quadrant as it always has.

I even moved the EDDI.exe_Url_r1ssxxxxxx folder out to the desktop, opened EDDI and upon closing (while minimized) it generated a new one. Just ignored it when opening.

If I were to summarize what it's doing, I'd say it's simply ignoring the user.config on open. Does it have a registry path to look for the user.config?

Is there a file called EDDI.exe.config in the install directory? If so, it may be reading that.
I'm also curious whether you have a multi-monitor set up. If you do, are you placing EDDI on the primary monitor or a secondary monitor?

2. The counting of system visits does not work correctly.
Systems that have already been visited several times are counted as first visits.

Single 55" curved 4k Samsung .. not braggin or anything .. okay .. maybe a little.

a file called EDDI.exe.config in the install directory? I do and I manually edited the Minimized parameter to True (maximized was at false, left it) and still opens to windowed mode in LL quadrant.

Also the Windows location cords there are 40,40,800,600 - no wheres near anywhere I've placed it.

I was trying to recreate your problem with me. I am using EDDI version 3.5.1-rc under Windows 10 with two monitors.
EDDI runs normally on the second monitor in window mode. If I pushed EDDI into the taskbar and closed it,
you can find it in the taskbar at the next start. Well, that doesn't help you now ...
Have you ever uninstalled EDDI completely and deleted all directories etc.? (don't forget to copy your character before) ?
I suspect an installation problem.

2. The system visit count will only count visits since EDDI was installed or that have been logged to EDSM. If you've visited those star systems prior to installing EDDI then I'd recommend first uploading those logs to EDSM and then re-syncing flight logs in EDDI.

I don't, but Google Translate helped me to get the gist of it. It looks like we have confirmation that it isn't triggering for German speaking commanders. Can anyone else confirm whether it's triggering for English speaking commanders?

I've added speech to both events, and created events in VA too. I've sat in space and engaged silent running to disable the shields, and then turned it off and waited for the shields to come back up. Neither EDDI, nor VA reported that my shields dropped or were restored. Unless silent running won't trigger them?

Important followup to this is, do you have ShieldState events in your journal log to match the shields going down and back up?

Just checked the Journal for that, and nope, no entries for either. However, as you've noted, the Journal Manual says 'in combat', so silent running may not trigger them?

I took a Vulture out and did some combat this evening. Shields definitely dropped and came back up but no events were written. Likewise for toggling the power state on the shield generator or engaging silent running.
I've submitted a ticket on FDev's issue tracker here. Please up-vote.
Meanwhile, I'll explore an alternate approach that we may have for triggering these events.
