I believe FDev calls them "range markers". I wish they could be turned off ...Do they have more precise meaning or usefulness other than that the encircled body exerts gravity? Does the number of them and how they grow and fade away mean something?
In general approaching a planet is quicker by flying straight at it because your maximum speed gets lower the closer you are. If you go to a station in orbit or a settlement on the surface you may have to fly around the planet to reach it. In that case a (steep) spiral inwards will be the quickest. Someone wrote a paper on optimal trajectories to approach planets. Maybe I can find it......
Could they be used to more optimally approach the body or an orbiting station in supercruise?
