I would also like to propose that while PvP includes pew pew, one need not engage in pew pew to PvP. If you're in Open and using your brain to outwit an adversary player (for example, running a gauntley / "blockade"), that's PvP in my book. I can also pirate without ever deploying hardpoints (no ramming, either).
Even further than that! There's PvP that doesn't involve the use of weapons at all! (No, not boxing. Though that'd be siiiiiiiiiiiiiiiiick with space legs...)
Racing IMMEDIATELY comes to mind. That's PvP. One of the Discords I'm in does regular races in PG, and they'd LOVE to be able to do those in Open, but... ganker issues.
Why would that be good in open for the combat-oriented?

So we get a little side action going. Maybe somebody doesn't pay up. Maybe somebody hits it big and needs a little wealth redistribution. Maybe we sit there and watch the race go on and leave it be while we got our side action going. Maybe we even offer cover against rogue disruptive elements, earn some of that trust back so that maybe in the future they're open to the idea of more dangerous races in more dangerous places with guns and mines and high-grav Biowaste dropped from above
by design.
Maybe that creates more opportunities down the road. Maybe it doesn't. But it gets more people into Open and gets more things going in Open. (And I'm damn well near certain a lot more would spring out of just that. Racing isn't the only form of weaponless PvP one can conceive of, esp. with certain incentives involved that can now be offered by players...)
