At the start of the week, your Projected Cost is the estimated cost of the services you're using, assuming you will continue to use them at the same rate until the end of the week.
As the week progresses, Projected costs become Accrued costs.
If you change your upkeep rate by suspending or rectivating services, your Projected costs will change accordingly. And for services that you pay to use (such as refuel/repair/rearm), there also seems to be a small tmporary boost to the projected cost (perhaps based on the assumption that you will continue to do that throughout the rest of the week).
To save money, you should suspend services you're not using. However, as this makes them unusable for any visitors you might have while you're logged off, this might not be appropriate if you're trying to provide a service to others.
