Click on Decom, it will tell you who has stored ships onboard. Don't worry, you won't actually decom the ship, even if you pressed yes, you get a week to change your mind.

No-one has decided to camp onboard for now, but that doesn't seem to matter too much, Atramentous Rose gets loaded and unloaded nevertheless.
It must be bugged somehow, I also looked, just me and my ships, and I have an Alt account living on mine, so it's wrong, and at least 2 other cmdrs have told me here or on game chat they have extra ships and modules on my FC. I even hit "decommision" to see it it only told you then, still nothing. Canceled it straight away. but you have to manually reactivate all the managers of the additional services from "suspended" , as they no longer work.
I'm glad I didn't do that then.
