ironically, you cannot really do hard scifi 1000 years into the future because the science just doesn't exist yet. elite's universe is actually strikingly primitive all considering. it is sxxi culture and society in a largely sxxi look, plus jumpdrives. i always assumed there had been some equivalent of (galactic) middle ages for quite a while, dunno if that's included in the lore? but that's basically the steampunk concept: new ages with old eyes.

Yeah, this is why "hard science fiction" isn't a term set in stone and has been used pretty variably, with different people having different meanings.

IMO, ED borrows heavily from hard science fiction, space western and space opera. I agree that the lore is sometimes even comically primitive, but accept it as a part of the story.

Lore is kind of a slippery fish, depending on how you define it, but i think it is quite a fragile structure without some shoring up from participants in what is after all a continuation of the narrative construction, be that what it may.
