The problem (and I have the same issue at the moment with my LEP, triple elite, well engineered and all that) is that buying another commander at this stage means I will feel obliged to purchase Odyssey when it is released. So I end up buying twice.
CMDR, I am here for you. My entire existence is intended to serve your stated desire for a more challenging gameplay experience. The game just feels dead with me going from station to station, buying here, selling there, missions here, mission there, back and and forth, back and forth, back and forth, back and fo...... OH GOD! Pirates, please do something before I go bloody stir crazy!!!.
If you want to be pirated non-stop, I'd be happy to oblige you!
Strange that you never encounter NPC pirates, however. They won't leave me alone whenever I do trade runs.
Another suggestion: maybe find a new player to mentor? Rather than re-grinding the early game, help ease a newbie's development. This is what was done for me, and it has lead to a great new friend and a lot of in-game, cooperative fun.
Just a thought!

Maybe there is some AI logic tied to the ship you are flying. I tend to trade in a relatively defenseless T9, which makes me an easy target. If you are trading in a battle-ready Corvette or Prismatic Cutter, perhaps the NPC pirates say to themselves, "Why bother?"I raised a ticket with Fdev support and just got back a "It's working as intended" reply. Can't be working that well if some people get interdicted all the time and others don't see any pirates at all... but it seems they aren't interested in investigating it.
