I recently had to grind Empire rank and used another CMDR's suggestion to go to HIP 8444 and take missions to HIP 8758. (back and forth)
You'll get a lot of courier missions as well as salvage/black box ops. These are all quite easy. This is an interesting setup because the spacing of the two systems (both Imperial) makes it very likely (not exclusive, mind you) that you'll get missions between them, not others. The two star systems are close together and the stations in both are tolerable distances from drop-in.
This arrangement is effective because most often you're running missions in both directions - nice!
I got allied with the Imperial factions in these systems very quickly, maximizing mission rewards. By the time I had grinded two ranks to get where I wanted, I had earned approx 221 million cr.

That's the route I took. Used it long enough to get my Cutter. Flew it once, and never since.
I worked out of "Karsuki TI" for my Empire rank until I got the Cutter. I found that there is a nice trio of systems that work with each other with loads of stations with Empire factions galore. Didn't take too long at all and quite a bit of variety in the missions. And also next door there is an Interstellar Factors should you need it. I found the varied missions enough as to not go out of my skull do the same grind over and over and over and over, etc.

... is exactly how I did it. When I had allied all factions, I was making 15mCR per shuttle. King didn't take long - far faster than Fed rank.
