If it's what the dev team intended, they can close my bug 'as designed'.
I found that the noobula just had a bunch of things that just didn't seem to work quite right, hence this thread. Necessary mining and piracy tools were absent, the weapon selection was fine but with some odd guns missing, and the CZ difficulty was brutal - seriously, for a PVE challenge, outfit a ship with just the tools buyable in the PF District and go fight in a CZ and see how many kills you get before dying, running out of ammo, or being forced to run.
