Several. I heard it from a CMDR in Sys Chat on Xbox one time. I've also heard it in a YT video somewhere I'm pretty sure. I can't remember the name of the video but I can look for a link to send ya.

No, it can't Lave 2 was still accessible and not permit-locked long after Horizons came out because it's the first planet I drove my SRV on. There was nothing special on it at that time, just normal landable settlements.

I've long believed that if nobody found Raxxla then Frontier could just do whatever they wanted and they well could have moved it or changed it in the interim years

It's been built up so much now that there is a certain pressure not to disappoint. But if they have made it an interesting part of the game, they're not going to want to waste it. So if they're starting the process of its discovery, it probably means it's something they want to capitalize on. Perhaps it has been modified/added to again for Odyssey and they feel that now is a good time for players to find it.

Agreed. I think it will be Odyssey content.
