Having the same issue with my steam version.

I had this issue last week. I believe because i had the epic game launcher opened. Which i took advantage of the free copy of ED during that promotion a while back. I went through the same steps you guys did by rebooting my PC and the issue was gone. Mostly because i dont let the epic game launcher open on restart.
