Pre-FSS stuff.
Level 2 were bodies that were scanned without detailed surface scanner and level 3 were bodies scanned with it.
The counters never really worked.
Level 1 probably was what the 'honk' revealed, not having statistics of its own.
Now that FSS gives you what DSS gave before, every discovered body is both level 2 and level 3.

I took around two years (March 3302-04) to get past 30,000 systems visited, and today - another three years on - I passed 40,000. Had a long time out of the game and only just recently reinstalled it. Not sure what Odyssey will bring - from what I've seen it won't be for me - but I've been quite enjoying one last hurrah.
