So let me get this straight. I'm 31K Ly away from the bubble, on an airless moon in an undiscovered system...and there's this??? lol

I think how it works is probably an extension of some heat map generated by Stellar Forge based off our commanders travels. One thing they dont make clear, but they should, is that we are commanders flying in what is known as the Pilots Federation, or something. When we do first footfalls and discoveries, it's within that organization only. That's how I've seen it for the past few years, under the premise that if I am able to fly to any destination, then chances are a few have already. If I end up with first discovery, how can a tourist ship be flying through as well? Well, maybe they're in the top 1% of tourist captains empire, but they definitely aren't in the Pilots Federation.

This happens in our societies already. I saw an excerpt about an ancient place in Thailand, and the first explorer to find it was lead there by a 10 year old child. But the explorer is the cat that gets the acknowledgement. what honestly? lol That child, plus the elders of the tribe he was in, didnt find it? Christopher Columbus discovered America? As well as discovering the peoples already there? Err, so, spot on, more like.
Except that it's a systematic error that doesn't make sense in reality.
I'm all behind finding wreckages every now and again, but here we're talking about 6 crash sites (or other stuff) on EVERY planet of the galaxy. We're talking about hundreds of billions, or perhaps even trillions of ships!
Basically there are more crashed ships than humans.

And this is not a deliberate design choice, just an oversight, but it kills the mood

I had the same yesterday. I'm 21kLY away from the bubble, landed on a planet, got the First Footfall and walked right into wreckage and containers with chemicals....

Well, my point partially is that this currently happens in reality, so if you "fix" it, then you'll have the game being an "ideal" reality, but not realistic, in that sense. Anyways, I did, at a time, let those things kill my mood, but logistically, it makes sense if I can be out there, so can anyone else. It also makes sense there are other pilots federations.

Would I mind if they turned some number down, and there were less of those occurrences? Nope, but I'm not gonna let it detract from the rest of it.

I ended up visiting some of the sites listed in my first post above. Three of them were crashed DBXs with skimmers and canisters. One was a crashed satellite. I got a data package for the empire. They've extended their reach it would appear :D
